Description
This is a combined synopsis/solicitation for a commercial item prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitations will not be issued. The United States Army JOINT MUNITIONS AND LETHALITY LIFE CYCLE MANAGEMENT COMMAND, Acquistion Center in support of the Armament, Research, Development, and Engineering Center (ARDEC) intends to solicit, negotiate and award on a Full & Open Competition for a combined Transmission Electron Microscope (TEM), a Scanning Electron Microscope (SEM), and a Scanning Transmission Electron Microscope (STEM) in a single benchtop instrument with the below requirements: 1.1 Quickly resolve 3-dimensional aspects of nanopowders, nanoparticles, and polymeric materials. This is typically carried out with an SEM, which resolves images of backscattered electrons from a sample. 1.2 Quickly resolve the 2-dimensional image of nanopowders, nanoparticles, and polymeric materials. This is typically carried out with TEM, which transmits electrons through a specific material and therefore resolves a cross-sectional image of the material. This is necessary to resolve the thickness of coatings, sample size, and material gradients and grain boundaries. This cannot be performed with an SEM. 1.3 Further resolve a sample in scanning-tunneling mode (STEM) which aids in resolving both 3-D and 2-D attributes. 1.4. Carry out electron diffraction, a tool only possible with TEM. Electron Diffraction gives information on the material crystallography and identification. 1.5. Contractor shall facilitate on-site training for two users from Picatinny Arsenal. 1.6. Small footprint (less than 20"wx20"dx30"h) 1.7. No cooling water needed. The solicitation number is W15QKN-08-R-0256. The solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-17 effective 14 June 2007. Delivery is to be within six (6) months after contract award, FOB point Destination- Mr. Paul Anderson, Picatinny Arsenal, Building 3028, Picatinny Arsenal, NJ 07806. The following apply to this acquisition: Offerors must include brochures and literature showing their ability to meet all of the Government requirements along with their quotation. Offerors must include copies of commercial price lists indicating the price offered in response to this RFQ. Offerors must also include a completed copy of the provision 52.212-3, Offeror presentations and Certifications Commerical Items. The following factors shall be used to evaluate offers: Award will be made to the offeror whose offer is the lowest price, technically acceptable. NOTE TO OFFERORS: Sufficient documentation shall be submitted with the offer so as to ascertain technical acceptability. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
