- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation number GDQ082024 is issued as a request for quotation (RFQ) with an open date of September 3, 2008 and close date of September 16, 2008. The solicitation document and incorporated provisions and clauses are those in effect through FAC 05-25. This is a total Small Business set-aside under NAICS 541430 and a size standard of $7.0M.STATEMENT OF WORK - Carlsbad Interpretive Design ProjectsThe US Department of Interior, Bureau of Land Management, Carlsbad Field Office requires the design and production of interpretive signs to enhance the recreational experience of visitors through education and interpretation of the Black River Management Area and the Guadalupe National Back Country Byway. This project plan has two parts. The first part is located in the Carlsbad New Mexico Field Office Black River Management Area. This is the unique riparian surface headwaters of the Black River. Wildlife is abudant here. An existing BLM day use area with accessible trail and wildlife viewing platform provides visitors managed access to the area. Proposed improvements to the area include one 5,100 ft. trail and one 12,500 ft. trail, both with interpretive components. The second part is the BLM Guadalupe National Back Country Byway where existing and new interpretive signs at three existing kiosk sites need to be designed to reflect current office requirements (see maps of each location - provided upon request).There will be separate main themes developed for each of the two locations. For Black River, the main theme should focus on: Restoring the Landscape: Where Desert Land Meets Scarce Water, with main sub-themes being riparian ecosystem and riparian restoration. For the Byway, the main theme should focus on: BLM: Managing the Public Lands, with sub-themes including recreation, commercial activities, conservation, wildfire management, cultural, and multi-agency associations.Prior to designing the signs, the vendor is to visit both project sites with the client to 1) obtain a first-hand understanding of the resource being interpreted, 2) shoot photographs as needed for the interpretive panels, and 3) determine the most appropriate method of attaching panels to existing structures. The vendor is to have a second site visit to finalize the location of each sign panel and make sure that the content on each sign is appropriate for each specific location. The vendor will research, write, and design interpretive sign panels to be compliant with the interpretive sign design guidelines of the BLM. For each panel, the recipient will provide to the BLM a list of proposed panel topics, a sketch of the panel design, draft text, and color proofs of the digital layouts showing final text and artwork. Custom artwork, such as maps, diagrams, line drawings or color illustrations, may be required on some panels. Touchable objects may be included on some panels. Full color panels are to be ready for production by the BLM National Sign Center in Rawlins, Wyoming. Panels are to be digital images printed on vinyl and over-laminated with a protective vinyl that contains UV filtering. The laminated print is to be mounted on Sign Center 4mm thick Alumalite composite panels. The BLM will pay for the production of the 2' x 3' sign panels and the 4' x 6' sign panels. Fabrication costs for these panels should not be included in the vendor's proposal.The 6"x6" plant identification signs are to be high pressure laminate, 1/2" thick. Mounting is to be accomplished with a 2" wide x 1/4" thick metal strap. The upper end of the strap is to be bolted to threaded inserts on the back side of the sign. The lower end will be set into a concrete footing. The installed sign will be 24" above the ground. All fabrication costs for the plant identification signs are to be included in the vendor's proposal.The vendor will research, write and design two trail gudes, one for each site. Each guide will contain a map and information about the trail, habitats and native plants that are identified on the plant identification sign. Each trail guide is to require one-color printing on both sides of an 8-1/2"x11" paper. The BLM will pay for the printing of the trail guides. Printing costs should not be included in the vendor's proposal.QUALIFICATIONS: Required qualifications call for an interpretive planning and exhibit design vendor that can prepare production-ready digital layouts for brochures and outdoor interpretive panels. The vendor should have full knowledge and experience in graphics design and interpretive exhibit design fields and should have performed similar work on past or present federal contracts. Proposals should include documentation supporting qualification requirements.DELIVERABLES: For Black River Management Area:(10) Panels, each 3' wide x 2' tall(12) Plant Identification signs with supports, each 6" square(1) Trail Guide(7) Sign Support Structures for 3' x 2' panelsFor Guadalupe Back Country Byway:(4) Panels, each 6' wide x 4' tall(5) Panels, each 3' wide x 2' tall(12) Plant Identification signs with supports, each 6" square(1) Trail Guide(5) Sign Support Structures for 3' x 2' panelsThe BLM will assemble the frame and support structures, install the panels from the BLM Sign Center into the frames, and install the frames and support structures at their final locations on the Black River trails and at the kiosk locations on the Byway. The BLM will provide support structures for three 24" x 36" panels.PLACE OF PERFORMANCE: Location 1 - BLM lands at the Black River Management Area in New Mexico, see Map 1 (provided upon request)Location 2 - BLM Kiosk sites along the Guadalupe Back Country Byway, see Map 2 (provided upon request)PERIOD OF PERFORMANCE: October 2008 through January 2009GOVERNMENT-FURNISHED MATERIALS AND SERVICES: The BLM Carlsbad Office shall supply preliminary design parameters and graphics art work plus office generated maps and instructions to the vendor. The BLM has 3 sign support structures to provide to the project.KEY PERSONNEL: The vendor shall identify, by name, the key management, technical, and/or instructor personnel who will work under this contract.NOTE: There are two (2) location maps that are available to offerors upon request.
