Description
Full and Open Competition - Combined Synopsis/Solicitation - F1S0AV8121B001 This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-23 and DFARs Change Notice (DCN) 2007-01-22. NAICS is 561621 with a small business size standard of $12,500,000. Solicitation is for commercial supplies. This acquisition is a 100% small business set aside. AFFTC/PKEA, Edwards Air Force Base, CA is seeking potential sources capable of providing the following supplies: Access/Closed Circuit Television System consisting of the following items and their installation. For the access control entry points of Building 2750, located at 195 East Popson Avenue, Edwards Air Force Base (AFB), California 93524. This system must be able to read the Common Access Cards issued by security forces at Edwards AFB, and be programmable up to one year to lock and unlock individual access doors, and to record and store data of all entries after duty hours. 1.00 SCOPE: The scope of work consists of a contractor installing a five (5) discreet color dome camera system to monitor the lobby and three other perimeter doors. All activities and motion in defined areas viewed by these cameras will be stored on a digital video recorder (DVR) with 500GB capacity for viewing by authorities with passwords. The DVR must have the capability to record using up to eight cameras. The CCTV system is integrated to the access system which can be installed in room 104 at the west end of the lobby. Ingress and egress readers will open a strike to be provided by a licensed locksmith. Keyed access is available on the other lobby doors. Emergency egress will be available on all doors. The contractor shall provide access system operating software to be installed on a dedicated personal computer provided by 412 Test Wing. The software will allow 412 Test Wing authorities with passwords to enroll/delete users and to integrate door access usage with the video from the DVR. Ingress/egress activities outside working hours or from unauthorized doors may be flagged for authorities to view. The system must have open architecture for expansion. a. Provide a new Access/CCTV System with the following: • 5 color mini dome cameras • 8 Camera Power Supply • Entry system with 8 video channels o Eight channel video board & chassis o Eight channel breakout module o Eight video licenses o Two 250GB hard drivers • Video security server software license • Two (2) Door Server Entry Pkg. o Software o Intelligent system controller o 10/100 on board Ethernet unit o Two door interface module o Power supply and cabinet o MAG Strip Reader o First year support plan • Door hardware/mag lock and 24v DC power supply. • An uninterruptable power supply (UPS) for the access equipment. b. Delivery and installation of all products. c. Training for 5-10 end users to ensure proficient utilization of the security system d. The contractor shall complete the project in accordance with these specifications. All applicable codes, regulations, and drawings are subject to the terms and conditions of the contract. The Contracting Officer shall insure that the Contractor has sufficient experience and available resources to accomplish the work specified. 1.01 WORKS HOURS: The hours of work for the furniture modifications or new installations shall be from 7:30 A.M. to 4:30 P.M. Monday through Friday, excluding federal holidays. No work shall commence with out prior coordination with the Site Support Manager, Henry Burrell, 412th MXG/MXF, (661) 275-9246. 1.02 BASE ACCESS: Proof of current vehicle registration, driver's license and vehicle insurance must be made available prior to issuance of the base access permits. The contractor shall obtain base access for his personnel, subcontractors, vehicles and equipment by submitting the following information to Contracting Officer or Facility Manager within five (5) working days prior to commencing work: NAME OF INDIVIDUAL Social Security Number Driver's License Number Vehicle License Number 1.03 REGULATIONS AND STANDARDS: The contractor shall comply with all Edwards Air Force Base safety standards and all OSHA standards. Resolution of citations for violations of Occupational Safety, Health Act, Safety and Health Standards is contractor's responsibility. 1.04 NO SMOKING POLICY: There is an Air Force Policy of NO SMOKING in any Government vehicle or building in accordance with AFI 40.102 (3 Jan 1994). PART 2 - BUILDING AND/OR FURNITURE MODIFICATIONS 2.0 COMPLIANCE: The Contractor shall be responsible for compliance with the Uniform Building Code (UBC), and all Federal, State, and local regulations. 2.01 MODIFICATIONS: None 2.02 DAMAGE REPAIR The contractor shall repair any damage to Government property caused by the act of the contractor.
