Description
GOVERNMENT SOURCES SOUGHT - REQUEST FOR INFORMATION (RFI) for Maritime Video Analytics system for potential application for surveillance on U.S. Navy installations. THIS IS NOT A REQUEST FOR PROPOSALS. NSWC Panama City Division is seeking information on a maritime video analytics system. SCOPE: The Government is interested in the capability in a maritime environment to:.automatically detect and classify watercraft from video detections.provide static video windows for user selected cameras.provide dynamic repositioning of user selected video windows of active targets.provide separate video windows of user selected sections (virtual video windows) of camera video that are streamed from the selected cameras as an individual camera feeds..Detect targets from video feeds from a moving platforms.provide a perspective view from 360 degree FOV camera video using a GUI, warping the 360 degree image to create a perspective view inside the virtual video window.provide active tracking of all targets.automatically determine heading of all targets.automatically determine range to all targets from cameras.provide a common, map-based spatial reference frame.provide cross-camera tracking of all targets.utilize video feeds from wired and wirelessly connected cameras.utilize high resolution cameras Contractor's submittals that the Government determines to possess potential application may be provided an opportunity to demonstrate their system in a limited-scope demonstration in the November 2008 - January 2009 timeframe. The assessment criteria are based on sensor/system technical maturity, capabilities, performance, potential effectiveness, cost, and schedule. For the purposes of the demonstration, the focus will be on verifying system ability to satisfy the assessment criteria while operating in an adverse weather operational environment. The Government will not provide funds to Contractors to participate in the demonstrations. RESPONSES: Interested parties may provide electronic or paper submittals to be received by the Government by 1630 hours on 19 September 2008. There is no specific format or outline that submittals must follow. Each response must reference the RFI title and must be limited in length to ten (10) typed pages. Specific narrative informatio! n that should be provided in the submission include: (1) System description and capabilities (2) Summary of past test events with location, dates and results (3) Logistic supportability and (4) projected unit cost estimate information. Supporting literature and test documentation that demonstrate technical maturity of your proposed solution may be included in addition to the 10-page narrative paper. Contractors offered an opportunity to demonstrate their system will be provided additional details including demonstration schedule and extent of support the Government will provide at no cost to the Government. Contractors responding should indicate whether they are a small business (S), a small disadvantaged business (SDB), 8(a), or large business (L). Telephone responses will not be honored.
