- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09 and DFARS Change Notice 20020730. The associated North American Industry Classification System (NAICS) code is 541511 and small business size standard is $23.0 Million. This is a 100% small business set-aside. The Office of Naval Research (ONR), Director of Technology Transition (Code 03T) manages the Small Business Innovative Research (SBIR), Manufacturing Technology, Transition Initiatives, Commercial Tech Transfer, and Rapid Technology Transition programs and coordinates the technology readiness assessments thru the technical departments as appropriate. In addition, the Director of Technology Transition (Code 03T) serves as the senior advocate for the movement of commercial/industrial technology, identifying emerging technologies of interest to the Department of the Navy (DON) and mediating the transition of technology between the provider and the acquisition program. The role of ONR Code 03T is to foster an environment for collaborative sharing of emerging technology innovations in which to pursue those Navy/ONR laboratory technologies that might have commercial potential. Code 03T requires the capability to reach out to the commercial and academic community to explore and take advantage of marketplace opportunities. The ONR Navy Technology Transfer Program Office (Code 03TSB) wishes to explore possible commercial available solutions, tools and training targeted to publicizing the commercial viability of Navy developed technologies. This effort is set up a pilot demonstration to test the feasibility of a Portfolio Commercialization Review Service in order to discover which Navy/ONR laboratory technologies have commercial potential. The purpose of this effort is to provide a web-based (on-line) Portfolio Commercialization Review Service in order to discover which Navy developed laboratory technologies have commercial potential and to survey the target market and identify exploitation opportunities. This task will provide a fully functioning web-based solution and support a “pilot” to demonstrate the capability for Navy to reach out to the targeted market place to determine if Navy developed technologies are commercially viable and find partnerships that will champion the exploitation of developed projects, to identify market information and out-licensing opportunities for the technologies with commercial potential. Code 03TSB wishes to conduct a pilot project at eleven (11) Laboratory facilities to exploit emerging Navy technologies for commercialization by using targeted marketing of technology. Code 03TSB requires a comprehensive solution for target marketing of technology that will identify, analyze, and comprehend the focused market for developed technologies. The Office of Naval Research requires a means to discover the commercialization of emerging Navy developed technologies through focused target marketing, finding partners who are interested in, and ready to take the technology to market. The contractor will be required to provide coaching, mentoring, and training support (on-site and on-line) to teams of Navy technology transfer staff and interns as may be appropriate so that the teams may address at least six technologies or technology portfolios over the course of one year or twelve (12) months. To enable the Navy teams to collaborate with each other and facilitate the process implementation, the contractor shall provide up to three (3) days of formal web based training at the contractor’s facility or at the Office of Naval Research located at 875 North Randolph Street, Arlington VA. The location of the training is at the discretion of the Program Officer. In addition, the contractor will provide on-going guidance, mentoring, and support equal to at least forty-four (44) hours of one-on-one direct coaching to address specific problems of individual Laboratory teams. The contractor shall provide a web based (on-line) solution for conducting market research, analysis, assessment and technology commercialization planning for Navy/ONR developed technologies. The solution will provide template formats for the development of business and commercialization plans and marketing strategies to (1) Select the best technologies to market; (2) Select the technologies to be assessed and rank order the technologies in terms of preliminary assessment of ease of commercialization and return-on-investment; (3) Assist in the selection of technologies to be assessed and rank the order of technologies in terms of the Agency’s preliminary assessment of ease of commercialization and return-on-investment; (4) Determine overall market potential and feasible approaches to partnering with industry; (5) Position a technology for deal-making in specific niches and initiating discussions with licensees, investors, and other partners; (6) Develop a market entry strategy and launch tactics for a technology at the proof of concept stage or beyond and paves the path to negotiations with technology acquisition, strategic alliance, or licensing decision-makers at potential commercialization partners (or venture capitalists) who have been contacted and expressed interest in your technology; and (7) Prepare business and commercialization plans for discussions with, and submissions to, industry partners and venture capitalists. In addition, the solution will provide points of contact in companies for obtaining licensing and royalty opportunities as well as data that can be used to support out-licensing, spin-outs, and joint ventures. Market data and competitive intelligence on potential targets for technology transfer deals should be supplied. The system will also have support from professionals to help Navy personnel better understand opportunities to exploit Navy developed technologies with industry partners through spin-outs, out-licensing and joint ventures. The contractor shall provide a comprehensive solution set for targeted marketing of Navy developed technologies. The contractor shall provide assistance and guidance in the development of commercialization plans, marketing niche strategies, technology marketing assessments and analysis to teams of Navy technology transfer staff and interns. The contractor shall provide technology transfer tools, solutions, and training that is available on-line for eleven (11) Naval Laboratory facilities located within the continental United States (CONUS). The names and locations of the Naval Laboratory facilities is provided in Attachment (1) to this solicitation. The contractor shall provide web-based templates and data to facilitate the collaborative effort as well as make available one web-based collaborative work space per Laboratory and one collaborative space for cross-laboratory portfolios. The templates will provide the data necessary to formulate technology commercialization plans and market strategies to identify and sort out possible Navy/ONR emerging technologies for market potential and commercialization opportunities. The template should provide sufficient details that it could stand on its own as a planning tool to develop a commercialization plan and customizable depending on the maturity of the technologies. The templates should address the following topics to build the commercialization plans (1) Technology-The technology should provide concise summary description of the technology(ies) to be developed; (2) DoN Activity-The DoN activity should provide description of the firm including its history, mission statement, corporate strategy, primary competitive, advantage, major markets, and finances; (3) Business Opportunity- The business opportunity should identify business opportunities that ONR plans on taking advantage of as a result of the technology development; (4) External (Partnerships/Stakeholders)-The external (partnerships/Stakeholders) should identify strategic alliances with other DoD/government, industry partners, and academia which contribute towards technology development; (5) Markets-The markets should identify/describe the product, system, or service in which the proposed technology is expected to be embedded. Describe potential markets for commercialization and the key customers/users in those markets; (6) External Influences-External influences should identify possible influences in the technology environment, which may impact the development of the proposed technology or its commercialization; (7) Action Plan-The action plan should describe the process to be used in developing commercialization plan; and (8) Commercial Risk Assessment-The commercial risk assessment should identify possible risks and an assessment of the risks associated with commercialization and strategy to contain and minimize these risks. The contractor shall provide training to Navy’s technology transfer staff, and interns, to include but not limited to three (3) days of formal web based training at the contractor’s facility or at the Office of Naval Research located at 875 North Randolph Street, Arlington VA. The contractor shall provide the manuals and training material as required. The training shall include (1) Development of business and commercialization plans for Navy/ONR specific emerging technologies, preparing submissions and discussions with industry; (2) Development methods for technology marketing strategies; (3) Conducting technology assessment and analysis for positioning a technology in specific niches and initiating discussions with licensees, investors, and other industry partners and assist in selecting Navy/ONR technologies to be assessed and rank order the technologies in terms of our preliminary assessment of ease of commercialization and return-on-investment; and (4) Developing a market entry strategies and launch tactics for a Navy/ONR technologies at the proof of concept stage or beyond and paves the path to negotiations with technology acquisition, strategic alliance or licensing decision-makers at potential commercialization partners (or venture capitalists) who have been contacted and expressed interest in your technology. The contractor will provide up forty-four (44) hours of direct coaching and guidance to the individual Laboratory teams on marketing strategy development, formulating commercialization plans, completing data in templates, and the use and function of the web-based search tool for Navy/ONR specific projects. The contractor shall provide (1) On-line service and site licenses for technology transfer tools for market assessments and targeting for eleven (11) Naval Laboratory Facilities. (2) Provide up to three (3) days of web based training. The time and date or the training will be determined prior to contract award. The training will either take place at the contractor’s facility or at the Office of Naval Research located at located at 875 North Randolph Street, Arlington VA. (3) Forty-four (44) hours of one-to -one direct coaching to address specific problems of individual Laboratory teams; (5) Web based templates and data to facilitate the collaborative efforts. (4) One (1) web based collaborative work space per Laboratory and one collaborative space for cross-laboratory portfolios. (5) Monthly status and financial reports and meetings with ONR 03TSB Tech Transfer Program Manager. The monthly reports should identify Navy/ONR specific project/technologies being considered for commercialization opportunities, project/technology progress reporting. The Contractor should also include the financial and schedule status of the pilot project. The financial information should contain a breakdown of costs incurred during the month/quarter, total expenditures to date, and cost to complete. (6) Final report upon completion of the pilot period. The final report should include review of the findings, status of successful/unsuccessful commercialization project, and recommendations for ONR process improvements. The Government intends to competitively award a Firm Fixed Price Contract (FFP) contract that represent the best value to the Government in accordance with the evaluation criteria set forth in this solicitation. The Government estimate for this effort is $100,000.00, although lower and higher proposals will be considered. The period of performance will be from the award of the purchase order through twelve (12) months thereafter. The application and submission process consists of full proposals, evaluation of proposals, and oral presentations. If an Offeror does not submit a full proposal they are not eligible to participate in the rest of the process. The purpose of the oral presentation is to acquaint the Government with the Offeror’s proposal to get an understanding of how the proposed software will meet the Government’s needs. Offerors whose proposal is selected for oral presentation will be invited by e-mail no less than five (5) working days prior to the commencement of the oral presentation event. Oral presentations are tentatively planned for the week of 20 October 2008. The format of the presentation will be provided in the e-mail invitation, as well as the day, time, and location of the presentation. Each presentation will be no longer than thirty (30) minutes in duration. An additional ten (10) minutes will be allowed for questions (if any) from the Government. The Government will provide the necessary IT and projection equipment the Offeror might need during for the presentation. As soon as the final proposal evaluation process is complete, each Offeror will be notified via e-mail of the Offeror who was selected for an award. The clauses at FAR 52.212-1, Instructions to Offerors-Commercial Items, FAR 52.212-4, Contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, apply to this acquisition. The additional clauses cited within the last clause cited are applicable: 52.203-6, 52.219-4, 52.219-8, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.225-13, and 52.232-33. The DFARs clause at 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items applies to this acquisition. The additional clauses cited within this clause are applicable: 52.203-3 and 252.232-7003. The following additional FAR and DFARs clauses apply: 52.204-7 Central Contractor Registration, FAR 52.233-3, Protest After Award (AUG 1996) and 252.204-7004 Alternate A. A complete proposal consist of (1) Technical proposal; (2) Cost proposal; (3) Completed Representations and Certification in accordance with FAR 52.212-3 Offeror Representations and Certifications--Commercial Items and DFARs 252.212-7000 Offeror Representations and Certifications--Commercial Items., which are available electronically at: http://heron.nrl.navy.mil/contracts/repsandcerts.htm, and the offeror must complete the ONR specific representations and certifications found at http://www.onr.navy.mil/02/rep_cert.asp; and (4) An affirmation that it has an active registration on the Central Contractor Registration (CCR), which is at the website www.ccr.gov. The technical section should be no more than fifteen (15) and there is no page limitation for the cost section. A contract will be awarded to the responsible offeror whose offer represents the best value to the Government. The proposed solution will be evaluated in accordance with the requirements stated in this solicitation for functional capability. Proposed solution should be mature enough to perform a working demonstration. Proposed solution will be evaluated on the ability to meet the Government’s requirements for a fully functioning web-based solution to demonstrate the capability for Navy to reach out to the targeted market place. A contract will be awarded to the responsible offeror whose offer represents the best value to the Government. In order to determine which offeror represents the best overall value, offers will be evaluated in accordance with the following evaluation criteria: (1) Technical Capability - Ability to meet the Governments requirement for a web-based (on-line) Portfolio Commercialization Review Service, that will exploit emerging Navy technologies for commercialization by using targeted marketing of technology; Ability to provide web based, on line, technology transfer tools and solutions available on-line for multiple Naval lab facilities located within CONUS; Collaboration capability to provide web-based templates and data to facilitate the a DoD/DoN collaborative effort as well as make available one web-based collaborative work space per lab and one collaborative space for cross-lab portfolios; On-line web based training curriculum content and scheduling of on-line web based training and the ability to provide continued support, coaching and mentoring (on-site and on-line) for Technology Transfer Tools. (2) Qualification of proposed personnel. (3) Corporate and Past Experience. (4) Price/Cost. The evaluation criteria are shown in descending order of importance. Delivery and acceptance of reports is F.O.B. Destination to Office of Naval Research, One Liberty Center, 875 North Randolph Street, Arlington, VA 22203-1995. The Contract Specialist must receive any questions concerning the RFQ no later than four (4) business days before the response date of this solicitation. An original and four (4) copies of the offeror’s proposal shall be received, at Office of Naval Research, 875 North Randolph Street, Code BD 0251, Room W1278C, Arlington, Virginia 22203-1995 no later than 2:00 P.M. (local time) on Wednesday, 17 September 2008. The package should be marked with the solicitation number, due date, and Attention: Ms. LaQuia Geathers. The U.S. Postal Service continues to irradiate letters, flats, Express and Priority Mail with stamps for postage and other packages destined to government agencies. Due to potential delays in receiving mail, offerors are encouraged to use alternatives to the mail, such as delivery services, when submitting proposals. Offerors may also hand-deliver their proposals at the mailing address above provided they pre-arrange a time and date prior the closing of the solicitation with the contract specialist, LaQuia Geathers, at laquia.geathers@navy.mil or (703) 588-0475. No e-mailed or faxed proposals will be accepted. The award is anticipated to be made on or about Thursday, 20 November 2008.
