Description
The Department of Commerce, National Oceanic Atmospheric Administration (NOAA), National Weather Service (NWS), Office of Climate, Water and Weather Services intends to solicit on a non-competitive basis with the University of Puerto Rico at Mayaguez's Puerto Rico Seismic Network (PRSN) Observatory. This acquisition is being accomplished in accordance with FAR Part 12, Acquisition of Commercial Items. The Puerto Rico Seismic Network (PRSN) of the University of Puerto Rico at Mayagüez (UPRM) supports NOAA's strategic goals in Weather and Water by enabling its ability to issue timely and accurate tsunami forecast and warning products and to maintain reliable and coordinated data, communications, and dissemination infrastructure in support of its Tsunami Program (TSU). Since 2003 the PRSN has been working closely with the NOAA tsunami warning centers to improve the local and regional tsunami warning capabilities. The PRSN, in partnership with NOAA, the University of Puerto Rico, the Government of Puerto Rico and the State Emergency Management Agency, will continue to operate with on site personnel 24 hours 7 days a week for the benefit of the residents and visitors of Puerto Rico and the Caribbean and Adjoining regions. It will also continue to improve its existing local and regional tsunami warning capabilities by continuing to upgrade and maintain existing seismic, sea level, communications and operational infrastructure and provide training opportunities for its staff and partners. This effort will be coordinated closely with TSU, the NWS Southern Region and the existing US Tsunami Warning Centers. Efforts will be made to advance the local and Caribbean Tsunami Warning System within the context of the UNESCO IOC Intergovernmental Coordination Group for the Tsunami and Other Coastal Hazards Warning System for the Caribbean and Adjacent Regions (ICG CARIBE EWS). This acquisition is a follow-on to order DG133W-06-SE-4242 and support for contract number DG133W-07-CN-0342, both awarded to University of Puerto Rico at Mayaguez. This requirement is being accomplished in accordance with Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements; 41 U.S.C. 253(c)(1). Vendors who believe they can satisfy the Government's requirement are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates their thorough knowledge and understanding of the Puerto Rico Seismic Network. All responsible sources must submit a written narrative statement, of the equipment's ability to perform as specified, including detailed specification information and other literature sufficient to permit agency analysis. This is in order to determine bona fide capability to meet the requirement. A determination by the Government not to compete this requirement on a full and open competitive basis is based upon responses received to the synopsis, is solely within the discretion of the Government. All responsible sources will be considered in evaluating the determination to issue a sole source contract award. A firm fixed price purchase order is contemplated for this effort. Affirmative written responses must be received no later than September 11, 2008, 2:00pm.
