Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-08-T-0203. This acquisition is issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26, dated June 12, 2008 (iv) This acquisition is on an unrestricted basis. The associated NAICS code is 334519. The small business size standard is 500 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001: 1 Each, Nanomechanical Universal Test System. (vi) Description of requirements: The Army Research Laboratory (ARL), Aberdeen Proving Ground (APG), MD, has a requirement for a nanomechanical universal test machine that combines a high resolution, screw-driven cross head with an integrated voice coil load cell and actuator for very low displacement, high speed mechanical actuation. This system must be suitable for interrogating materials such as thin films and fibers under compression/tension loading with superimposed high speed oscillatory small strain actuation. The contractor shall provide a nanomechanical universal test machine that meets or exceeds each of the following specifications: Crosshead: The crosshead must be moveable with a maximum crosshead extension of 150 mm or greater. The crosshead must possess an extension resolution of 35 nm or less. The crosshead must be able to achieve an extension rate of 5 mm/s or greater. Mechanical actuating transducer: The mechanical actuating transducer must be capable of measuring loads up to 500 mN or greater. The mechanical actuating transducer must be capable of measuring loads to a resolution of 50 nN or less. The mechanical actuating transducer should have an integrated actuation technology that allows for actuation of +/- 1mm or greater. The mechanical actuating transducer should have a displacement resolution of 0.1 nm or less. The mechanical actuating transducer should be capable of imposing continuous force oscillation at fixed frequencies in the range of 0.5 to 200 Hz with force amplitudes of 60 nN to 4.5 mN. Integrated system performance: The crosshead and mechanical actuating transducer should be integrated into a single nanomechanical universal test machine. The crosshead and mechanical actuating transducer should be capable of producing a constant displacement, compressive load, or tensile load simultaneously with a superimposed oscillatory displacement or load. Sample mounting: The nanomechanical universal test machine should include a means for mounting and gripping specimens, for samples ranging from thin films to fibers. The nanomechanical universal test machine should include at least one set of hook grips. The nanomechanical universal test machine should include at least one set of 5-mm-diameter compression platens. The nanomechanical universal test machine should include at least one set of U-screw template grips. The nanomechanical universal test machine should include at least one set of split shim template grips. The nanomechanical universal test machine should include at least one shaft extender. Calibration: The physical system constants must be calibrated independently of the instrument itself in a traceable manner. The loading system must be calibrated with precalibrated weights. The displacement system must be calibrated using an independent, physically verifiable source. Interferometric calibration with a laser source is the most accurate and verifiable manner. Computer hardware and software: The system must be operated by a fully automated, computerized data acquisition and control system. The system must include a Windows-based computer system, including but not limited to a computer (comparable or exceeding a Pentium 4 2.4 GHz, 1Gb RAM, 160 Gb hard drive, 48X Max CD/DVD/RW drive, 3.5 inch 1.44 Mb floppy drive), 17 inch LCD flat panel display, integrated network interface port 10/100/1000, integrated Intel video DVMT, integrated SoundBlaster compatible sound, color inkjet printer, keyboard, and mouse. The system must include Microsoft Office XP operating system (or an updated operating system, if available). The system must include operating and data analysis software, include data transfer and control relative to both the crosshead and mechanical actuating transducer. The operating and data analysis software must augment the system capabilities to provide for user-defined inputs including but not limited to loading or displacement rates, peak load or displacement values, data acquisition rates, number and sequency of experimental segments, dynamic load or displacement frequency, and dynamic load or displacement amplitude. The operating and data analysis software must provide for closed loop feedback control of load and displacement. The operating and data analysis software must allow for automated analysis of data with both standard and user-prescribed methods. The operating and data analysis software must allow for multiple file analysis, and export of data to text or spreadsheet files. The contractor shall provide all necessary personnel, materials, and equipment to install and calibrate the nanomechanical universal test machine at ARL within 30 days of ARL receiving the complete system. Calibrations should be based on first principles and should have NIST traceability. The contractor shall provide training at ARL for at least two (2) people for a period of one (1) day along with operating manuals for the training sessions. Training must occur within 15 days of the completion of system installation and calibration. The contractor shall provide a 1-year commercial warranty for the nanomechanical test instrument and associated computers and equipment. (vii) Delivery is required 90 days after date of contract award. Delivery shall be made to US Army Research Laboratory, ARL Receiving Section, Bldg 434, Aberdeen Proving Ground, MD, 21005. Acceptance shall be performed at US Army Research Laboratory, APG, MD 21005. The FOB point is Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Technical, past performance, and price. The technical capability and past performance are of equal importance and when combined are significantly more important than price. The technical evaluation will be a determination as to whether the product being offered meets or exceeds the salient characteristics in paragraph (vi) above and shall be solely based on information furnished by the vendor. The government is not responsible for locating or securing any information which is not identified in the offer. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cut, illustrations, drawings, or other information) necessary for the government to determine whether the product meets the performance characteristics and specifications of the requirement. If the vendor proposes to modify a produce so as to conform to the requirement of this solicitation, the vendor shall include a clear description of such proposed modification and clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the Offeror as to actual sales of the proposed product to industry or government agencies and must include records of at least two sales made in the past 3 years for the proposed product and identify a point of contact for each by providing a name, telephone number or email address. The Government will award a contract to the Offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The Government reserves the right to award to other than the lowest price and to award without discussions. (x) Offerors shall complete the annual representations and certificates electronically at http://orca.bpn.gov or include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer.
