81 - Field Refrigeration System General InformationDocument Type: Sources Sought NoticeSolicitation Number:FR-0001Posted Date:September 2, 2008 Original Response Date:31 Oct, 2008Original Archive Date:Nov 30, 2008Current Archive Date:Classification Code:81 -- Containers, Packaging, and Packing SuppliesContracting Office AddressDepartment of the Navy, United States Marine Corps, Marine Corps Systems Command, 2200 Lester Street, Quantico, VA, 22134-5010 Description The Marine Corps Systems Command, Quantico, Virginia seeks sources and information for Field Refrigeration Systems, composed of ISO-20 container and attached Refrigeration Unit (RU). Key attributes that will be required include: The container shall be of new construction (pre-owned container is not acceptable); Nominal external dimensions are 8 feet by 8 feet by 20 feet for the overall system; The right hand door of the container shall have an emergency internal release handle or an emergency escape hatch (minimum 15 inches wide x 34 inches high) to allow the door or the hatch to open from the inside to permit a person in the container to exit when the container is padlocked on the outside; the RU shall provide automatically regulated refrigeration and freezing in all ambient conditions; the RU shall operate on 208 Voltage Alternating Current (VAC), 3-phase, 60-Hertz (Hz) electric power; the RU shall be sized to insure a minimum performance to pull-down, and maintain the c! ontainer interior, in a 131F external temperature environment, to set temperatures of 32 F and 0 F; the system shall be certified as meeting Convention for Safe Containers certification for transport by a qualified independent certification agent; the system shall meet all ISO freight container requirements related to cargo containers including, but not limited to, a 9 high container stacking; the container forklift pockets shall be correctly spaced, sized and positioned to allow the fully-loaded container to be lifted and moved safely using military and commercial fork lifting equipment (with proper lifting capacity) without causing any damage or deformation to the container, RU, or the forklift; and the RU shall start and operate in ambient external temperatures from -25 F to +131 F. General Services Administration (GSA) Federal Supply Schedule (FSS) may be an appropriate method for these supplies and services (Federal Acquisition Regulation (FAR) Part 8.0 and 8.4). Commercial firms possessing the characteristics noted in any of the above systems are encouraged and invited to submit the following: (1) Product brochures and pricing materials outlining specifications, to include a statement of capabilities, (2) Trade-Agreements Act (TAA) compliance, and (3) current GSA contract information regarding unit pricing and discounts. Responses will be reviewed to identify firms potentially capable of fulfilling the Governments requirements. This sources-sought / Request For Information (RFI) is for planning purposes only and shall not be construed as a Request For Proposal or as an obligation on the part of the Government to acquire follow-on acquisition. The Government does not intend to award a contract on the basis of this RFI, or otherwise pay for the information requested. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information. The Government recognizes that proprietary data may be part of this effort. If so included, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. The Government is considering conducting evaluations of potential solutions in 2009-2010, and responses will be reviewed to identify firms potentially capable of fulfilling the Governments requirements. The Government may consider bailment of potential candidate systems for Government testing, or potentially include a solicitation requirement for the submission of a production representative system.
