Description
The US Army TACOM Life Cycle Management Command intends to award sole-source procurement to GKN Aerospace Transparency Systems, Incorporated, 12122 Western Avenue, Garden Grove, CA 92841-2915 This contract will provide test data on the rockstrike resistance of transparent armor (glass) currently being used in tactical vehicles. The resultant data will also allow the Government to develop a rock strike requirement that future glass must meet in order to reduce the amount of theater glass replacement. The data to be gathered under this effort includes test data on varying faceply thicknesses, faceply types, and impact velocities. The Contractor will be required to build and test targets and to submit a final report on test data within ninety (90) days after receipt of the contract. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR Part 6.302-1, for other than full and open competition; only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. GKN Aerospace Transparency Systems, Incorporated is the only known source that can fulfill the requirement for design, fabrication and testing at one location within the required time frame. All qualified sources must respond not later than 17 Oct 2008, 4:00 PM EST. Responses should be emailed to Edyth McKinley at edyth.mckinley@us.army.mil.
