Description
The US Army Research Acquisition Activity intends to issue a sole source purchase order to the Behavior Analyst Certification Board (BACA), 1705 Metropolitan Boulevard, Suite 102, Tallahassee, Florida 32308, consisting of one 12 month base period and one 12 month option period, to provide for services, materials, and equipment to assess the adequacy, safety and efficacy of qualifying requirements for Applied Behavior Analysis Tutors in a TRICARE Demonstration Project. The Behavior Analysis Certification Board will: (1) Conduct an independent job analysis of the work of persons, commonly referred to as ABA Tutors or Technicians, (2) Produce a report outlining the professional consensus specifications for the educational, job-specific training, experience, supervision and competency requirements necessary for ABA Tutors to perform the identified job safely, effectively and ethically and, (3) Create a comparative analysis of TRICARE requirements for ABA tutors as outlined in the Enhancing Access to Autism services demonstration and those reached through the field-generated professional consensus.. No solicitation documents exist. Any firm that believes it can provide the stated capability is invited to submit a written notification to the Contracting Officer with in three (3) calendar days from the date of publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the firms ability to provide the stated capability. Information can be sent to the Contracting Officer at: USAMRAA, ATTN: MCMR-AAA-P (Justin Pickett), 820 Chandler Street, Frederick, MD 21702-5014. No telephone or facsimile requests will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source contract. Note 22 applies. **Sole Source Justification 1. Authority Cited: This request is submitted in accordance with 10 U.S.C.2304(c)(1) as implemented by FAR 6.302-1(a)(2)When supplies or services required by the agency are available form only one responsible source, or, for DoD, NASA, and the Coast Guard, from only on or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided. 2. Reason for Authority Cited: Only one source is capable of responding to the unique or specialized nature of the work. FAR 6.302-1(a)(2) applies in this instance because there is no other recognized source that provides the support required to meet the mandate of NDAA 2008. Sec 587 of NDAA 2008 indicates: In carrying out the demonstration projects, the Secretary of Defense may utilize a corporate services provider model. Employees of a provider under such a model shall include personnel who implement special educational and behavioral intervention plans for eligible dependents that are developed, reviewed, and maintained by supervisory level providers approved by the Secretary. In authorizing such a model, the Secretary shall establish (A) minimum education, training, and experience criteria required to be met by employees who provide services to eligible dependents; (B) requirements for supervisory personnel and supervision, including requirements for supervisor credentials and for the frequency and intensity of supervision; and (C) such other requirements as the Secretary considers appropriate to ensure safety and the protection of the eligible dependents who receive services from such employees under the demonstration projects. To determine if the provider education, training, experience, supervision and competency requirements developed by TRICARE for the purpose of an autism services demonstration project meet adequate professional standards of quality, efficacy and safety. The Behavior Analysis Certification Board (BACA) is the only recognized entity that is qualified to make such a determination and support this requirement. The Behavior Analyst Certification Board, Inc. (BACB) is a nonprofit corporation established to meet professional credentialing needs identified by behavior analysts, governments, and consumers of behavior analysis services. The BACB adheres to the national standards for boards that grant professional credentials. The BACB certification procedure undergoes regular psychometric review and validation, pursuant to a job analysis survey of the profession and standards established by content experts in the field. The BACBs mission is to develop, promote, and implement a national and international certification program for behavior analyst practitioners. The BACB has established uniform content, standards, and criteria for the credentialing process that are designed to meet 1.The legal standards established through state, federal and case law; 2.The accepted standards for national certification programs; and 3.The best practice and ethical standards of the behavior analysis profession. The BACB program is based on the successful Behavior Analysis Certification Program developed by the State of Florida. Similar programs were established in California, Texas, Pennsylvania, New York and Oklahoma. After the inception of the BACB, all of these programs transferred their certificants and credentialing responsibilities to the BACB and closed. The Behavior Analyst Certification Board's BCBA and BCABA credentialing programs are accredited by the National Council for Certifying Agencies in Washington, DC. The NCCA is the accreditation body of the National Organization for Competency Assurance. The BACB is endorsed by the Association for Behavior Analysis International and Division 25 (Behavior Analysis) of the American Psychological Association. 3. Efforts to Obtain Competition. The Behavior Analysis Certification Board (BACB) is the only agency that performs the work that is required for this requirement. A recent Google search confirmed that all other vendors that performed identical services to that of BACB, have since transferred their certifications and credentialing operations to BACB, and closed. Further, BACB is the only responsible vendor that can perform the tasks as outlined in the Statement of Work (SOW). 4. Actions to Increase Competition: The Behavior Analysis Certification Board (BACA) is the only vendor available to provide the support/services requested for this requirement. However, through on-going market surveillance and additional research the Government will attempt to identify competitive substitutable services and will compete the requirements when competition is deemed to be in the best interest of the Government.
