- Description
- NASA/GRC has a requirement for the upgrade of the NASA GRC Test Frame Instron FloorModel #1125.NASA/GRC intends to purchase the upgrade from Instru-Met Corporation, per FAR13.106-1(b)(1) only source that can provide the required upgrade services. The upgradedsystem must be compatible with a large inventory of hardware and accessories such as loadcells, extensometers, fixtures, couplings, and grips that are propriety and are used withthe test frame as well as three existing retrofit frames. The new unit must be modularand expandable in design with capabilities of automatic sensor detection, better frameperformance, faster data acquisition, and computer analysis (testing software modulepackages). The upgrades must also include complete disassembly and cleaning of frame,replacement of old motor, gearbox and controls and will also include a new computer,monitor, with updated software.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 9/5/2008. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
