- Description This is a combined synopsis/solicitation for commercial items prepared in accordance with Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. Request for Quotation (RFQ) number is HSCG33-08-GS752 is assigned for tracking purposes only. The synopsis/solicitation constitutes a request for quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-26 effective June 2008. This requirement is being solicited as a 100% Set-Aside for Small Business to provide Ship Board Furniture to the U.S. Coast Guard Cutter Healy, Seattle, WA. The NAICS Code is 337127 Ship Furniture Manufacturing. The anticipated contract will be a firm-fixed price contract. Anticipated award date: September 25, 2008. Refer questions to Deborah Cefaratti @Deborah.S.Cefaratti@uscg.mil. Quotes to arrive no later than September 10, 2008, no later than 2:00PM Pacific Time via email. The specifications are as follows: 0001. Thirty Nine (39) Armless Recliners 24W x 38D x 43H, a maximum of 5 inches of space to recline (space available behind recliner and wall). Frame must be metal and must be able to bolt to the deck. All pieces must come apart and fit through 22” doors. 0002. Seven (7) armless None Recliners 26W x 38D x 43”H, Frame must be metal and must be able to bolt to the deck. 0003. Six (6) pair Arms 7W x 35D x 25H 0004. Four (4) Aluminum Cabinet Door with 2 fixed shelves spaced evenly; 30W x 24D x 25H; Powder Coated Black CCR Requirement: Company must be registered on Central Contractor Registration (CCR) before an award can be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov. Quotes may be submitted on company letterhead stationary and must include the following information: The closing date and time of receipt of offers is September 10, 2008 2:00 PM Pacific Time. The provision at FAR 52.212-1 Instructions to Offerors-Commercial Items (June 2008) (FAC 2005-26) applies (with the exception of paragraph f). Quotes must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications- Commercial Items (June 2008), with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items (Feb 2007) ADDENDUM to FAR 52.212-4, HSAR Clause 3052.209-70 Prohibition on Contracts with Corporate Expatriates (Jun 2006) (a) prohibitions. Section 835 of Public Law 107-296, prohibits the Department of Homeland Security from entering into any contract with a foreign incorporated entity after November 25, 2002, which is treated as an inverted domestic corporation as defined in this clause. The Secretary shall waive the prohibition with respect to any specific contract if the Secretary determines that the waiver is required in the interest of homeland security, or to prevent the loss of any jobs in the United States or prevent the Government from incurring any additional costs that otherwise would not occur. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items (June 2008) applies to this acquisition.
