Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice, and FAR Part 13. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Solicitation number M62974-08-T-4010 is issued as a Request for Quotation (RFQ). This solicitation document incorporates provisions and clauses in effect through FAC 2005-19. Where Federal Acquisition Regulation clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes, but is not limited to the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word offer or a derivative of that word appears, it is changed to quote or a derivative of that word. Where the word proposal or a derivative of that word appears, it is changed to quote or a derivative of that word. THIS SYNOPSIS/SOLICITATION IS UNRESTRICTED. The North American Industry Classification System (NAICS) code is 334310. The Government will award a firm-fixed price contract. It is the intent to issue a single contract award. Award will be made as most advantageous to the Government taking into consideration Price and Technical. INTRODUCTION: Marine Corps Air Station, Yuma, (MCAS Yuma) AZ has a requirement for all labor, material, training, and supervision to provide a PUBLIC ADDRESS SYSTEM capable of performing in an outdoor environment with training for the system. CLIN 0001 – AT A MINIMUM: PROVIDE ONE (1) PUBLIC ADDRESS SYSTEM capable of performing in an outdoor environment for air shows that can have an audience of 25,000 people. Provide on-site training at Mcas Yuma, AZ for the public address system. General requirements for the flightline coverage area of 2,700 feet long x 600 feet deep is a mixing board with the following inputs: Dual Cassette Player, CD/DVD/MP3 Player, IPOD, 2 Wireless Microphones, Headset with Belt Pack, Stick Mike, 2 Wired Microphones, and 2 Line Inputs. All Electronics are to be 120V AC Power and rack-mountable. Outdoor high efficiency amplified 96Db minimum sound pressure level (SPL) speakers with sound levels high enough to overcome background noise and yet not discomfort the listening audience, 10 foot minimum telescoping tripods with 10-12 gauge cabling. Speakers capable of being placed in front and behind the audience viewing area. Note: If amplified speakers are not obtainable, system amplification stable to a 2 ohm load using 10 gauge speaker cabling. Speaker connections shall use industry standard quick connects (amplifier and speakers) and all electronic connectors shall use industry standard RCA connectors. All cables will be color coded to indicate where they should be connected and stored in cases with casters. All I/O panels and equipment need to be clearly labeled. Each case will be clearly labeled with a contents list. Mobile commercial grade, heavy duty, lockable box on wheels for easy transport of entire system. All electronics are to be rack mounted within the box. A minimum three year warranty, and operating instructions are to be provided. An initial training system by the contractor shall occur on-site within 14 days of delivery. CONTRACTOR TO BREAK OUT THEIR CLIN 0001 PRICING FOR THE PUBLIC ADDRESS SYSTEM AND TRAINING SEPARATELY. CLIN 0002 – SHIPPING/FREIGHT, FOB destination requested. Contractor will be reimbursed at actual cost of shipping not to exceed contractors estimated cost. Contractor to provide copy of shipping receipt with cost at time of invoicing. AS A PART OF THEIR QUOTE THE CONTRACTOR IS TO PROVIDE: (1) WARRANTY – A copy of the manufacturers warranty for the public address system. Warranty is to be a minimum of three years. (2) TECHNICAL INFORMATION – Contractor shall provide all technical information pertaining to the offered public address system to enable a technical evaluation against the Governments requirement. This can include descriptive literature (pictures, brochures, detailed specs, etc.) and shall include the manufacturer name and model number for each item. POINT OF CONTACT – A point of contact will be provided at time of award. The point of contact will coordinate the training with the contractor and be provided the operating instructions by the contractor. ACCEPTANCE AND PAYMENT – Contractor shall be reimbursed for completed work performed as certified by the Government point of contact. Invoices will be submitted electronically through Wide Area Workflow (WAWF) in accordance with DFARS 252.232-7003. This is a paperless system which allows the vendor to submit their invoice electronically and the Government to accept the invoice electronically. The Combo Invoice/Receiving Report shall be utilized for this service work. Additional information on WAWF can be obtained at https://wawf.eb.mil. INSTALLATION ACCESS – MCAS Yuma has security requirements and restrictions. The contractor, contractor employees, and contractor subcontractors shall comply with these requirements. Failure to comply with security requirements does not relieve the contractor of performance requirements. The current MCAS Yuma contractor access requirement is to present to the Station Pass & ID office located at Building 952/MCAS Yuma Main Gate two forms of identification to include one picture identification. Acceptable forms of identification include a valid state driver’s license, a valid state identification card, US passport, social security card or birth certificate. It is the contractor’s responsibility to contact the contract point of contact prior to MCAS Yuma access to ensure compliance with security regulations.
