- The U.S. Fish and Wildlife Service is seeking Architectural/Engineering firms to submit a Standard Form (SF) 330 with licensed/registered specialty disciplines for projects that may arise in the immediate future to perform constructability review on construction document packages and inspect construction on trail projects at two sites at Ash Meadows National Wildlife Refuge in Amargosa Valley, NV. The projects consist of road paving, parking lots, vault toilets, guardrail, picnic shelter, concrete walkways, boardwalks, benches, pedestrian bridges, and viewing decks. Interested firms are invited to submit an application consisting of a completed SF-330, Parts I and II to the U.S. Fish and Wildlife Service by September 5, 2008. If a project is considered under this request, Architect/Engineering firms that submit an SF330 will be ranked under the short selection process based upon the following criteria: (1)Professional qualifications necessary for satisfactory performance of required services;(2)Specialized experience and technical competence in the type of work required (i.e. familiarity with desert environments, paving, wood and metal construction, construction logistics, sensitivity to National Wildlife Refuge habitats, pollution prevention, and waste reduction);(3)Capacity to accomplish the work in the required time;(4)Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, compliance regarding environmental specifications, and compliance with performance schedules;(5)Location in the general geographical area of the project and knowledge of the locality of the project; provided that the application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. Firms that meet the requirements described in this announcement are invited to submit an SF330 by close of business September 5, 2008 to the Contracting Officer, Karl Lautzenheiser, U.S. Fish and Wildlife Service, 911 NE 11th Avenue, Portland, OR 97232-4181. If a project is considered, evaluation criteria listed above would be used under the short selection process to negotiate with the most qualified firm and if a fair and reasonable price is negotiated, a single firm-fixed price contact awarded thereafter. If a project is considered and the USFWS cannot negotiate a fair and reasonable price with the highest ranked firm, negotiations would then commence with the next firm on the short selection list.
