- The U.S. Army Communications Electronics Command (CECOM) Acquisition Center-Washington, on behalf of the Project Manager for Close Combat Systems and in conjunction with CECOM Night Vision and Electronic Sensors Directorate (NVESD), Countermine Division, intends to negotiate a modification to Firm-Fixed-Price/Time and Materials Indefinite Delivery/Indefinite Quantity Full Rate Production (FRP) Contract W909MY-06-D-0001 with L-3 Communications CyTerra Corporation of Orlando, Florida for Training Sets for the AN/PSS-14 Mine Detecting Set, logistics documentation and maintenance support. The modification will be negotiated and awarded under the auspices of Other than Full and Open Competition. The contract modification will increase the ordering ceiling for AN/PSS-14 Training Sets to 350 to meet the current requirements of the Army. The AN/PSS-14 Training Set consists of one (1) Sweep Monitoring System (SMS) and a Training Target Set (TTS). The SMS is a three-dimensional tracking tool that facilitates and reinforces correct AN/PSS-14 operating techniques during training. The Training Target Set includes 104 special purpose, inert mine-like targets in 8 different configurations. The contract modification will also include requirements for various logistics data required to transition sustainment of the Training Set to the Program Executive Office for Simulation, Training and Instrumentation (PEO-STRI) and the addition of two one-year options for maintenance of fielded Sweep Monitoring Systems. The Contractor Logistics Support will be provided on a Time and Materials basis. All other requirements will be fulfilled on a Firm Fixed Price basis. It has been determined that L-3 Communications CyTerra is the Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1); Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully provide the required AN/PSS-14 Training Sets, Logistics Documentation and Contractor Logistics Support shall be considered by the agency. Responses shall be no longer than ten (10) pages and provided in Microsoft Word compatible format. Responses shall be submitted via email to carol.jane.borden@us.army.mil within 30 calendar days of the date of this notice. The email subject line should include the phrase W909MY-06-D-0001, AN/PSS-14 FRP MOD Response to Presolicitation Notice. All requests for further information must be in writing and via email to the above address, telephone requests for additional information will not be honored. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
