- Under the authority of FAR 6.302-1, the U.S. Army Research, Development and Engineering (RDEC) Acquisition Center, Natick Contracting Division (NDC), Kansas Street, Natick, MA on behalf of the U. S. Naval Health Research Center, San Diego, CA intends to negotiate and award a contract on a sole source basis with General Dynamics Information Technology (GDIT), 3211 Jermantown Road, Fairfax, VA 22030-2844 for continued personnel support services to the Naval Medical Research Command (NMRC) and Naval Institute for Dental and Biomedical Research (NIDBR). Both NMRC and NIDBR have a requirement for personnel support services. GDIT will provide professional, scientific, technical and administrative support to both NMRC and NIDBR for mission support. Services will include (1) augmenting, facilitating and coordinating the administrative and general management functions for both NMRC and NIDBR; (2) providing assistance in financial and information management functions, including guidance and support in the area of resource financial management; (3) Executing services critical to the administration and performance of laboratory research regarding specialized research applications, laboratory subject area expertise, programmatic administration, support services, and measures that facilitate and promote the mission of the commands; (4) providing support to NMRC in the Directorate and Research Department areas. Directorate support includes Administration, Resources, Research Services, Combat Casualty Care, Infectious Disease, and Bone Marrow Research; and (5) providing support to NIDBR in the areas of Bioenvironmental Sciences, Applied Laboratory Sciences, Applied Clinical Sciences, Resource Management, Veterinary Sciences, Applied Biomedical Sciences, and other scientifically related programs at NIDBR. This effort is a bridge from the current contract being performed by GDIT until award of a competitive procurement for these services which is planned to be released no later than 30 Nov 2008 for proposal submission. This sole source contract will be awarded for a six (6) month period with an option to extend up to additional six (6) months in increments of one month at a time. Any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days from the date of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirements, yet must be limited to 2 pages. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, NCD will proceed with awarding a firm fixed price contract to General Dynamics International Technology. Nothing herein should be misconstrued as a request for proposal.
