Description

The Department of Commerce/National Institute of Standards and Technology intends to negotiate and award a purchase order on a sole source basis with Thomson Reuters (Scientific), Inc. 3501 Market Street Philadelphia, PA, for the purchase of an upgrade to NIST’s Thomson IP Manager software. Thomson Reuters holds the copyright to that software. Upgrades must come from them since no other database software system is compatible with their system, and Thomson Reuters does not allow any other companies to provide such upgrades. Therefore, Thomson Reuters is the only company that can provide NIST with the upgrades required. The Government intends to solicit only this one source under the authority of FAR 13.106-1(b) because the Government has not identified any other sources that can meet the requirements specified above. Interested concerns may identify their capabilities to provide the Thomson IP Manager upgrade by submitting a capability statement that clearly and unambiguously demonstrates in written narrative format their ability to provide this software. Capability statements may be e-mailed to Barbara.Suhrie@nist.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is not a request for quotation. A determination by the Government whether to compete this proposed requirement is solely within the discretion of the Government.
