- This is a Sources Sought Notice only. This neither constitutes a Request for Proposal nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought Notice should not be construed as a commitment by the Government for any purpose. This is not a request for a proposal but a survey to locate potential sources to operate and maintain the Precision Measurement Equipment Laboratory (PMEL) performed primarily at Peterson Air Force Base (PAFB). This requirement is for on-site calibration, repair and maintenance support of various test, measurement, and diagnostic equipment (TMDE) in Colorado and Wyoming. The 21st Contracting Squadron at PAFB Colorado seeks potential sources to provide PMEL operations during normal duty hours and 24-hours-a-day during natural disasters or crises. The contractor shall be responsible to provide all labor support required to perform metrology services and repair as needed of TMDE at Government-owned laboratories with Government-furnished calibration equipment and standards. Operations of the laboratory include gaining and maintaining certification by the Air Force Metrology and Calibration (AFMETCAL) Program. The draft Request for Proposal (RFP) will be issued in the future and will include a draft Performance Work Statement (PWS). The Government anticipates italicizing a best value source selection to award a firm, fixed price (FFP) contract for a basic year of performance (1 Mar 09 through 28 Feb 10) with four one-year options. The subsequent contract is also anticipated to include up to a month phase-in period (Feb 09). The current contract type is Firm Fixed Price with a cost-reimbursable logistics CLIN. Additional information, as it becomes available, will be posted for viewing on FedBizOps (FBO) at http://www.fbo.gov. It is the responsibility of interested parties to review the site frequently for any updates to any and all documents. All potential offerors are reminded, that in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.204-7004, Required Central Contractor Registration (CCR), that lack of registration in the CCR will make an offeror ineligible for contract award. This synopsis also contains the following Air Force Federal Acquisition Regulation Supplement (AFFARS) clause: 5352.201-9101 Ombudsman. (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen: A7K, 150 Vandenberg St, Ste 1105, Peterson AFB, CO 80914-4350, 719-554-5250, fax 719-554-5299, a7k.wf@afspc.af.mil. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. This Sources Sought Notice is issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10 to determine the extent of potential business sources. All businesses capable of providing these services are invited to respond. Any information provided by industry to the Government as a result of this sources sought notice is voluntary. The Government will not pay for any information in response to this sources sought notice. The Government requests interested parties submit a clear and concise package containing, as a minimum, the following: a) brief description of their company's business size, business status (i.e., service disabled veteran owned, HUB Zone, 8(a), small business, disadvantaged, woman-owned, etc), anticipated teaming arrangements, and a description of capabilities and similar services offered to the Government and to commercial customers. b) contract references relating to PMEL activities, including for each example, the contract magnitude and points of contact (name of the point of contact, address, email, telephone number, and the company?s web page, if applicable). c) ability to manage projects and description of management structure including ability to recruit and retain qualified PMEL technicians. Include a brief description of your quality control procedures. Please limit your response to not more than 10 single-sided pages. Each submission should include one electronic (virus-scanned) copy sent via email to the POC listed under the Point of Contact below.
