- This synopsis is posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. Vendors should regularly access the specified websites to ensure they have downloaded any and all amendments. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) requires a contract for right-to-use licenses for commercial, off-the-shelf, EDX Signal Pro software that is proprietary to publisher EDX Wireless LLC at 101 E Broadway Eugene OR 97401-3114. EDX Wireless LLC does not employ resellers to market the required licenses/software. In accord with the circumstances defined at FAR 6.302-1, the Government intends to award a firm fixed-price order for the required software, non-competitively, to EDX Wireless LLC. The requirement includes Users Manual and one-year subscription to receive software update products for quantity 2 each of (1) EDX Signal Pro, V6, for Windows; (2) Network Design Module, V5; (3) SignalMX Module, V1.0; (4) Microcell/Indoor Module, V5; (5) Building Editor, V2. The requirement also includes qty 1 of Network Hardware Key Solution license that accommodates each of the licenses to software items listed above. Non-competitive award is based on features inherent to the composite software configuration/requirement listed above. Those features are: (1) Established 802.16 models; (2) WCDMA/UMTS Feature Sets for Network Planning/Design; (3) Models for CDMA Breathing; (4) Interference Study Capabilities; (5) Indoor models and Indoor/Outdoor model coupling; (6) Surface Feature Creation/Editing (to include Building clutter); (7) Point-to-multipoint analysis capability; (8) Monte Carlo Analysis Capability; (9) Link Budget Spreadsheet Capabilities; (10) Inclusion of TIREM propagation model; (11) Inclusion of COST 321 propagation model; and (12) Ray-tracing capability. Questions and responses should be submitted, in Microsoft Word format, no later than 3 September 2008 to DLGR_NSWC_XDS13@NAVY.MIL and should reference this synopsis number: N00178-08-Q-3041. Please include your company CAGE code so we may verify your registration and presence within the Central Contractor Registration database and please provide POC information with your response. This synopsis/sources sought notice does not constitute an Invitation for Bids, Request for Proposals, nor a Request for Quotations, and is not to be construed as a commitment by the Government to issue a contract or an order or otherwise pay for the information solicited.
