- Background This is a sources sought (SS) announcement. This sources sought announcement is for information and planning purposes only, and shall not be construed as a solicitation or as an obligation on part of the Department of Homeland Security. The purpose of this SS is to identify potential sources that may be interested in and capable of performing the work described herein. The Department of Homeland Security does not intend to award a contract on the basis of responses to this SS. The Domestic Nuclear Detection Office (DNDO) within the Department of Homeland Security (DHS) is a jointly staffed office with the mission of improving our nation's capability to detect and report unauthorized attempts to import, possess, store, develop, or transport nuclear or radiological material for use against the our nation and its interests. DNDO is implementing a systematic approach to develop, acquire, deploy, integrate, and support systems and services. Instructions DNDO requests information from vendors on their capability to evaluate structured and unstructured data relating to the outputs from radiological and nuclear detection devices collected during tests against known sources. The vendor must be able to understand the data provided from these radiological and nuclear detection devices and determine if the data collected is within acceptable ranges for each data element given the test parameters. The vendor must be able to understand the algorithms used by the detection systems and the parameters of those algorithms. The vendor must be able to store and manage the collected data over time and understand the issues relating to the storage and maintenance of test data. The vendor must be able to provide independent test data verification and validation during the test events. DNDO is looking for contractors with the following technical capabilities: A.Provide statistically significant probabilistic analysis/assessment of system algorithm performance B.Provide analysis of the collected data in order to determine if the results provided by the radiological and nuclear detection devices are statistically significant (i.e. the analysis results were unlikely to have happened by chance) C.Provide independent technical analysis, assessment and determination of data quality and appropriateness from data collection efforts D.Understand DNDO data requirements for collected test data as described in DNDO interface control document formats to include ICD1, ICD2 and the HPRDS ICD E.Provide established tools/methodologies to assess and analyze data F.Provide cleared facility, personnel, and data processing equipment up to the Top Secret level G.Collect and store data and algorithms in support of technical assessment Capabilities Statement The transmittal letter must contain the Company's name, address, and contact information. The Government will not accept classified submissions. The provided capabilities statement is a stand-alone, synopsis of a technology and the associated technical capabilities that meet the objectives outlined in Section 2, Technical Instructions letters A-G. The statement should be printable on one side on a single sheet and shall not exceed 4 pages. Please limit the file size to less than 5 MB, use standard page size (8.5" by 11") in 12 pt font and 1" margins or larger. The capabilities statement should be submitted to Contract Specialist, Phorsha Peel at phorsha.peel@dhs.gov no later than September 03, 2008, 5:00PM Eastern Standard Time.
