Description
The National Institute on Aging, IRP, intends to negotiate and award a purchase order on a noncompetitive basis with Bruker Biospin Corporation. The proposed procurement concerns the upgrade of the MRI Section’s Bruker Biospin 9.4 Tesla (400 MHz) NMR Spectrometer from the 1996-era DMX console to a state-of-art Advance III console. Due to the age of our NMR Spectrometer and the difficulty in obtaining replacement parts, the DMX console can no longer be fully supported by Bruker under our annual parts-only service contract. New equipment to be furnished by Bruker: Advance III two-bay console containing: BSMS shim and level controller with Digital lock, BLAH-1000 1 kW RF amplifier for protons, two BLAX-1000 1kW RF amplifiers for heteronuclear channels X and Y, second generations digital receive (2G-DR), three SGU-based RF channels, gradient controller, digital received unit (DRU), BVT-3000 digital temperature control unit, MAS II control unit for magic angle spinning solids NMR, Linux workstation with pre-loaded Bruker TopSpin and ParaVision software. Additions to existing microimaging rack for compatibility with Avance III console: GREAT Master Unit, B compensation unit, BST upper shim stack, BOSS widebore shim set. Preamplifier assembly, containing: LNA preamplifier for protons, LNA preamplifier for fluorine-19, two high power preamplifiers for heteronuclear channels X and Y, high-resolution preamplifier for deuterium, HPPR/2 broadband preamplifier and control unit and tune/match display. Only one responsible source and no other supplies will satisfy agency requirements, 41 U.S.C. 253 (c) (1), FAR 6.302-1(b)(1). The cited authority is applicable because Bruker Biospin Corporation is the only source that can fulfill the requirements of this contract. The overall objective of this procurement is to ensure that researchers at the NIA, IRP continue to have access to a modern NMR spectrometer with full microimaging, solids, and high-resolution capabilities that can be fully supported by its manufacturer under warranty and service contracts. To achieve this objective at an affordable cost, we propose to retain Bruker RF probes and microimaging gradient equipment from the existing system since these will continue to be supported for the foreseeable future. In order to do this, we must upgrade the DMX console to another Bruker product since the probes and gradient equipment are of a proprietary design and will function only when connected to a Bruker console. An additional consideration in choosing a vendor for this upgrade is the fact that replacing the existing console with a non-Bruker product would entail a major change in hardware and software that would have profound effects on the data obtained from the instrument. Based on the need to maintain consistency with experimental protocols and data published by our laboratory, interoperability with our 7 Tesla 30 cm MRI scanner and an affordable upgrade, we conclude that the only viable option is to trade in our existing DMX400 console toward the purchase of a new Avance III console from Bruker Biospin. Award will be made on an all or none basis to the lowest priced, technically acceptable source.
