- This combined synopsis / solicitation is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to procure, on a sole source basis, from Newtec America, Inc., 1055 Washington Boulevard, Suite 702, Stamford, CT 06901-2216, a Firm Fixed Price contract for one (1) Digital Video Broadcasting Over Satellite, Second Standard (DVB-S2) Modulator, and (1) Digital Video Broadcasting Over Satellite, Second Standard (DVB-S2) Demodulator. Newtec America, Inc. is the only company that offers products that meet the Governments specifications. The requirements for the DVB-S2 hardware is as follows: Modulation Formats Supported: QPSK, 8PSK, 16APSK, 32APSK; Data Interface: IP over Gigabit Ethernet; Intermediate Frequency Interface: Analog signal in 950 MHz to 1750 MHz range (exact frequency is programmable) on an SMA or BNC connector; Symbol Rates: 5 to 45 megabits per second: Equalization: Linear and nonlinear link distortion compensation on both the modulator and demodulator; Control Interface: Over both front panel or http interface via a web browser; Form Factor: 1U rack mount chassis; Modulator Oscillator Accuracy: 0.01 ppm; Remote System Control: SMNP agent. The North American Industry Classification System Code is 334290. The Small Business Size Standard is 750 employees. THE GOVERNMENT SHALL NOT ISSUE A WRITTEN REQUEST FOR QUOTATION AS ALL ITEMS ARE SPECIFIED IN THIS NOTICE.
