- This combined synopsis/solicitation is posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce On Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This combined synopsis/solicitation, issued by the Naval Surface Warfare Center, Dahlgren Division, provides for the acquisition of an Energy Dispersive X-ray Microanalysis System (CLIN 0001 quantity 1) to be installed in and operated in a JEOL Scanning Electron Microscope Model 6490LV. The system requirements include a detector, hardware, and software. The detector shall be Silicon Drift with 10mm2 Super Atmospheric Thins window; resolution for Si(LI) shall be 137eV or better (MnKa at 100,000 cps); resolution for Carbon shall be 72eV or better; resolution shall be compliant with ISO 1563:2002; peak shift shall not be greater than 2eV up to 100,000 cps; and shall have a peak-to-background performance at 1000:1 or better and will detect soft x-ray down to and including Beryllium. The hardware includes an analyzer which provides for seven user-selectable amp times of 10s to 100 s per pixel or better and at least three selectable settings for the spectrometer resolution (eV per channel, 5, 10, and 20); a setting for an auto amp time to set the amplifier according to the optimal efficiency for the active count rate; and capable of accepting input count rates in excess of 500k cps or better with a throughput greater than 300k cps. Additional hardware requirements include strobe correction; acquisition boards; high voltage bias supply; DC power stabilizer; computer system comprised of a Windows XP operating system; Intel Pentium processor with a speed of 3.0 GHZ or better; RAM of 512MB or better; Hard drive of 80GB or better; 48x or better CD-RW (combo DVD-ROM); VGA graphic integrated controller (Microsoft DirectX 9); and a Windows office (word, power point, excel). System software includes a project mode to allow saving all data to a common path or to a user defined workspace; an option to annotate electron images and maps; copy spectra, images, maps, linescans, data to third party applications (e.g. Microsoft word) or as ASCII files; Halographic Peak Deconvolution, a graphical method for separating and identifying complicated peak overlaps (deconvolution and peak stripping); spectra manipulation to include addition, subtraction, smoothing, peak generation and subtracting the halographic peak deconvolution function; a fully accessible and editable Energy and Periodic Table available, which allows the user to modify and customize the peak position and peak intensity; the ability to provide resolution qualitative and quantitative data which is independent of beam scatter present at low vacuum conditions; capability to oxide calculations (Oxides and Oxygen by difference) and coating thickness correction for carbon; capability to allow spectra to be collect from point, selected area (square or rectangle), full image or free draw areas; capability of extracting the maximum channel spectrum from spectral mapping data enabling trace elements/phases to be identified; reverse color map palettes and gray scales, thermal palette and logarithmic 3-band coloring will be available for display and printing; Particle/Phase Analysis capability of storing and retrieving a classification library; the classification of particles shall be capable of Chi Squared Fit on Concentration Values, Chi Squared Fit on Spectrum or Boolean logic algorithms; allow classes to be built based on quantitative values from any spectrum for which the user can adjust, rename and save; capable of displaying the data in a stage view mode as well as in a ternary diagram view mode; and the ternary diagram shall visually display the chemical grouping color as well as the particle size. The North American Industry Classification Systems (NAICS) Code is 334516 and has a small business size standard of 500 employees. This solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2005-26, Effective 12 June 2008 & DFARS Change Notice dated 11 August 2008. The firm, fixed price proposal shall include system installation, training, warranty, transportation. Award is to be made under Simplified Acquisition (FAR Part 13) and shall be based on the offerors ability to comply with the system requirements and low price. All deliveries are to the Naval Surface Warfare Center, Dahlgren Division, 6220 Tisdale Road, Dahlgren, Virginia 22448. NO WRITTEN SOLICITATION WILL BE ISSUED.
