- NASA Office of the CIO Request for Information: Agency Consolidated End-userServices (ACES) Contract The National Aeronautics and Space Administration (NASA) is issuing this Request forInformation (RFI) for meeting its upcoming Information Technology (IT) requirements.These requirements encompass the scope of work supporting all ten NASA field Centers,NASA Headquarters, as well as seven remotely managed locations. NASA spends approximately $1.6 billion dollars annually on IT. A significant portion ofthat amount is used for end-user services. There are major challenges in IT managementassociated with a decentralized IT organization, such as lack of sufficient visibilityinto IT spending, inability to achieve economies of scale, immature IT governance, andinformation security challenges. To meet these challenges, the NASA Office of the ChiefInformation Officer (CIO) is embarking on an effort to consolidate the management ofend-user services, devices, and products, as well as other IT services (see listingbelow). This consolidation will better align IT management with NASAs mission and visionas well as enhance IT security management. NASA anticipates awarding an Agency-wide contract for end-user services in FY 2009. TheAgency Consolidated End-user Services (ACES) contract may include the following currentand emerging IT requirements: 1) Customer Contact Center (Tier II & III)2) Agency E-mail, calendaring, and collaboration systems3) System administration as required to provide end-user services 4) Integrated hardware and software maintenance 5) Client side information security 6) Integration with related IT service providers 7) Topic-specific education and outreach 8) Quality assurance 9) End-user training 10) Analysis and recommendations on emerging end-user technologies 11) Handheld/mobile devices 12) Paging services 13) End-user computing devices and associated client software14) Peripheral devices (e.g., local and network printers, multi-function devices, copymachines, plotters, scanners, and FAX machines) 15) Appropriate technology refresh cycles 16) Management and operations services, such as: asset management (including disposal),availability management, capacity management, configuration management, contingencyplanning, security management, and service desk management Additional information on this and other procurement actions NASA is anticipating as partof its IT Infrastructure Integration Program (I3P) may be found at the followinglocation: http://i3p-acq.ksc.nasa.gov NASAs Outsourcing Desktop Initiative (ODIN) contracts NAS5-98144 and NAS5-98145currently provide end user services for approximately half of the Agency's IT users.Freedom of Information Act (FOIA) inquiries on either ODIN contract should be sent to: Ms. Paula Viola, Freedom of Information Act Office, NASA Shared Services Center, Bldg1111, C Road, Stennis, MS 39529 Phone: (228) 813-6174, Fax: (228) 813-6152 FOIA inquiries regarding ODIN delivery orders for specific NASA Centers should be sent tothat Center's FOIA Officer. The objectives of this RFI are: 1) To improve NASA's knowledge of industry'scapabilities; 2) To improve NASAs overall understanding of what options are availablefor acquiring end-user services; 3) To invite industry to submit information that willenable NASA to prepare a solicitation that meets the Agencys requirements; 4) To allowindustry an opportunity to provide comments on NASAs strategic direction; and 5) To gainvaluable insights on industry approaches, including best practices, to IT management. When providing a response to this RFI, please keep in mind that the Government has notmade a final decision on requirements, small business opportunities, or type of contractfor this effort. We invite your comments on any, some, or all of the following: a) The type of contract that optimally addresses the ACES requirementsb) Application of performance measures and reporting metricsc) Approaches to incentivizing the ACES contractor to effectively collaborate andcoordinate with the other Agency IT service providers to meet customer requirements alongwith identification of other key areas that should be incentivizedd) Best practices in industry and Government for providing these services on anEnterprise basise) Effective management approaches for addressing centralization both at the field Centerlevel and at the Agency levelf) Managing costs while providing high quality products and servicesg) Approaches for transitioning existing end-user service assets, not owned by theGovernment, to a new contracth) Approaches for providing end-user services that depend upon, and interface closelywith, other NASA IT service providersi) Initial capital investment required to provide end-user service assets and theamortization period for such assetsj) Industry approaches for rapid technology infusion including testing and deploymentk) Meeting the Agencys unique scientific and engineering demands in a standardizedend-user services environmentl) Providing demonstrated best practices or lessons learned for desktop serviceprovisioningm) How ACES may be provided in a multi-sourcing environmentn) Specific integration concerns related to multi-sourcing service deliveryo) Approaches to using Information Technology Infrastructure Library (ITIL) for ACESrequirements services deliveryp) Comments relating to the acquisition milestone schedule (see Industry Day Presentationon the I3P website: http://i3p-acq.ksc.nasa.gov )and the length of time needed toperform an acquisition of this magnitude In addressing the above list, please provide feedback of twenty-five (25) pages or less,electronically submitted in portable document format (.pdf) to the email address notedbelow. Responses must include the name and address of the firm, the firms size andsocio-economic status, and a point of contact (name, position, address, and phonenumber). This RFI is for information and planning purposes and is not to be construed as acommitment by the Government nor will the Government pay for information solicited.Respondents will not receive feedback on the information obtained through this RFIprocess. No solicitation exists; therefore, do not request a copy of the solicitation. Prior tothe release of any solicitation for this effort, a pre-award synopsis will be posted onthe Government-wide point of entry at URL http://www.fedbizopps.gov.
