Description
NATO International Competitive Bidding (ICB): Implementation of the Switching, Control, and Security Subsystems for the Hellenic National Defense Integrated Communication System (HEDICS) Network (Greece) IFB-GREECE-D-921N OVERVIEW The Hellenic Air Force General Staff Engineering and Construction Directorate (YPEPA) intends to invite bids on the implementation of the switching, control, and security subsystems for the Hellenic National Defense Integrated Communication System (HEDICS) network. YPEPA is serving as the NATO contracting agency for this project, which is being funded by authorization of the Infrastructure Committee. YPEPA intends to use NATO's one step, lowest bid procedure. Greek law regarding procurement of public works will be followed. The estimated value of this project is Euro 14.2 million. The reference for the Invitation for Bid (IFB) is D-921N (serial: 1997/5CM00712-0). The U.S. Department of Commerce will be using the reference IFB-GREECE-D-921N. SUMMARY DESCRIPTION YPEPA will consider as qualified those firms experienced in the development, production, installation, and supporting management of similar electronic communication application software in accordance with the technical requirements and that have implemented, or contracted, a project of similar scope and size. Firms of non-NATO countries are not accepted as contractors, subcontractors, or manufacturers of any part of this project. Materials or equipment (down to and including identifiable sub-assemblies consisting of two or more parts that can be provisioned and replaced as an entity) may not be manufactured or assembled by firms of non-NATO countries. The subject project refers to the manufacture, procurement, on-site installation, testing, system set-up, and integration of all required materials, equipment, and software required for completion of the switching control subsystems, electrical power feed, and physical security within HEDICS. The project is classified as NATO CONFIDENTIAL. Bidders are obligated to conform to the above security requirements regarding security clearances for visiting the site, working with NATO or national classified documents at their facility, etc. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to YPEPA the NATO clearance certifications needed for performance of the contract. BIDDING PROCEDURE Before a firm can be nominated to the bidders list for this procurement, it must first be approved for participation in NATO International Competitive Bidding (ICB). The U.S. Department of Commerce is authorized to approve for participation in NATO ICB those firms with a facility located within the United States. Please visit the following website for a copy of the NATO ICB application: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm A firm that has been approved for participation in NATO ICB must request that the U.S. Department of Commerce issue a Declaration of Eligibility (DOE) for each project on which the firm wishes to bid. A DOE is used to nominate a firm to the bidders list for a particular project. The U.S. Department of Commerce forwards the DOE to the U.S. Embassy, which uses the DOE to nominate the firm to the bidders list. The NATO contracting agency will not accept requests for nomination received directly from firms. Firms that the U.S. Embassy nominates to the Bidders List will be contacted directly by the NATO contracting agency when the IFB has been issued. IMPORTANT DEADLINES 1.
