- The U.S. Food and Drug Administration (FDA) intends to award, using Simplified Acquisition Procedures, in accordance with FAR Part 13, a sole source purchase order to cBio, Inc., 37896 Abraham St., Fremont, CA 94536-3834 for BioNumeric licenses and server suite, under authority of FAR 6.302-1, which states that only one responsible source and no other supplies or services will satisfy agency requirements. This notice is issued for information purposes and not a request for competitive proposals. The Government anticipates the issuance of a order within (5) days after the response date of this notice. It is anticipated that the period of performance will be September 15, 2008 through September 14, 2009. The Office of Applied Research and Safety Assessment (OARSA) at the FDA are currently collaborating with the Microbial Rosetta Stone (MRS) project, which will house a vast amount of microbial data for analysis. The MRS database being developed is designed to be used with a BioNumerics interface, which will allow researchers to cluster strains based on a variety of data to help in characterization and tracking closely related strains. The BioNumerics package has the ability to show the power of discrimination of the various tests used as a basis for clustering and is designed to store, search, and cluster such data. This package will store and display molecular data characterizing the genomes of food-borne pathogens. Also, OARSA researchers will be able to search for data produced by other researchers on strains being studied for comparison. Any interested party should submit a statement of capabilities in sufficient detail to determine if the requirements of this synopsis can be met no later than 5 days from the date of the announcement. A determination by the Government not to compete the proposed contracts based on responses from this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a response by the due date of this posting to Rafael.Taylor@fda.hhs.gov and all questions regarding the post should be sent to the same e-mail address. Responses must be received within five days from the published date of this notice. All responses must be sent electronically, no faxes will be accepted.
