Description
This National Aeronautics and Space Administration (NASA) Research Announcement(NRA) solicits proposals for NASA Specialized Centers of Research (NSCOR) in support ofthe Space Radiation Program Element within the Human Research Program. NNJ08ZSA003N,entitled, " NASA Specialized Centers of Research (NSCORs): Carcinogenesis and CentralNervous System Risks from Space Radiation," will be available on or about September 9,2008, by opening the NASA Research Opportunities homepage at http://nspires.nasaprs.com/ and then linking through the menu listings "Solicitations" to "Open Solicitations." The central focus of this solicitation is research that will provide the basis forimproved estimation and uncertainty reduction for solid cancer, leukemia and centralnervous system (CNS) risks from space radiation. In addition the discovery of biologicalcountermeasure approaches to reduce solid cancer risks from galactic cosmic rays (GCR) isa focus. To be responsive to this research solicitation, proposed studies should behypothesis-driven using cutting edge approaches that will lead to new knowledge withinaccepted scientific standards. Purely phenomenological approaches with no significantmechanistic basis or likely gain in scientific knowledge will not be funded.An NSCOR consists of a team of investigators who have complementary skills and who worktogether to solve a closely focused set of research questions. The home laboratories ofNSCOR team members may be geographically contiguous or dispersed, as long as the NSCORteam members have a mechanism for working together. The research must be focused onexperimental studies simulating space radiation biological effects using the NASA SpaceRadiation Laboratory at Brookhaven National Laboratory in Upton, NY.Proposals are due on January 15, 2009. Proposals are required to be submittedelectronically and must be submitted by an authorized official of the proposingorganization. Participation is open to all categories of organizations, includingeducational institutions, industry, nonprofit organizations, NASA centers, and otherGovernment agencies. Electronic proposals may be submitted via the NASA centers, andother Government agencies. Electronic proposals may be submitted via the NASA Proposaldata system NSPIRES or via Grants.gov. Every organization that intends to submit aproposal in response to this NRA must be registered with NSPIRES, and such registrationmust identify the authorized organizational representative(s) who will submit theelectronic proposal. Each electronic proposal system places requirements on theregistration of principal investigators and other participants (e.g. co-investigators).Potential proposers and proposing organizations are urged to access the system(s) well inadvance of the proposal due date(s) of interest to familiarize themselves with itsstructure and enter the requested information. Questions concerning responding to thisNRA may be addressed to the contacts referenced in the full solicitation document. Thisis a broad agency announcement as specified in FAR 6.102 (d)(2). Notwithstanding the posting of this opportunity at FedBizOpps.gov, nspires.nasaprs.com,or Grants.gov, NASA reserves the right to determine the appropriate award instrument foreach proposal selected pursuant to this announcement.
