- Framework and Literature Review for Long-Term Costs of Child Maltreatment The purpose of this requisition is to hire an external expert in developing a concrete framework for estimating the long-term costs of child maltreatment. The first step for the expert will be to outline the information necessary to estimate the long term costs of CM. The second step for the expert will be to conduct a systematic literature review on the following possible long-term consequences of child maltreatment, and on the costs associated with those consequences, to determine if sufficient information exists in the current literature to make long-term cost estimates: 1. The effects of child maltreatment on future perpetration of violence such as youth violence and intimate partner violence. 2. The inter-generational effects of child maltreatment, such as the increased probability of victims of child maltreatment to maltreat their own children. 3. The effects of child maltreatment on long-term physical and mental heath. 4. The effects of child maltreatment on educational attainment and future productivity. 5. The costs associated with the above long-term consequences. At the end of the project, the expert should provide a framework on how to use the findings in the literature to estimate the long-term costs of child maltreatment and limitations in the current literature. If the findings in the literature are not sufficient for making good estimates of long-term costs of child maltreatment, the expert should recommend an outline of the future research agenda for estimating the long-term costs of child maltreatment. SCOPE OF WORK The contractor shall provide all labor, materials, and equipment required to complete the tasks outlined below. TASKS TO BE PERFORMED Within 1 month after the purchase order has been awarded, an initial planning meeting will be held at CDC to define roles and responsibilities between CDC and vendor and to clarify requirements. Within 3 months after the purchase order has been awarded, the vendor shall forward to the CDC team a plan that outlines the information necessary to estimate the long term costs of CM and the proposed approach for the systematic review (e.g., search terms). Within 8 months after the purchase order has been awarded, the vendor shall finish a systematic literature review on all possible long-term consequences of child maltreatment and the costs associated with those consequences. The vendor shall also write a rough summary of the literature review and forward it to the CDC team. Within 10 months after the purchase order has been awarded, the vendor shall submit a draft report to the CDC team for review. The draft report shall summarize the review findings and provide a framework on how to use the findings in the literature to estimate the long-term costs of child maltreatment and limitations in the current literature. The draft report shall also provide an outline of the future research agenda for estimating the long-term costs of child maltreatment if the findings in the literature are not sufficient for making good estimates of long-term costs of child maltreatment. The CDC team will return comments/revisions on this draft to the vendor within 20 working days. Within 12 months after the purchase order has been awarded, the vendor shall modify the draft report following the CDC team's comments/suggestions and submit the final report to CDC. PERIOD OF PERFORMANCE The period of performance shall commence upon award of a purchase order through the next 12 months. DELIVERABLES The vendor shall provide the following deliverables to the Project Officer by the dates reflected below. All electronic files should be delivered in MS Word format and provided via e-mail. At least 5 years of experience in economic evaluation research. 2. Demonstrated understanding of long-term consequences of child maltreatment. 3. Established research portfolio in the field of economic evaluation, including leading research projects and peer-reviewed journal articles. 4. Established research portfolio in child maltreatment prevention, including leading research projects and peer-reviewed journal articles. 5. Previous experience developing frameworks, methods, and tools for cost analysis research. TECHNICAL EVALUATION CRITERIA The following criteria will be utilized in evaluation of technical proposals: Technical Approach - 30% Contractor should provide a discussion of their technical approach for providing the services required for the contract. This criterion will be evaluated according to the soundness, practicality and feasibility of the contractor's description of the approach for providing the specified services. Capacity - 30% Provide information reflecting: expertise in the areas of cost analysis, economic modeling, and child maltreatment prevention; and experience and ability to fulfill required tasks. This criterion will be evaluated to determine appropriate demonstration of ability of assigned personnel. Prior Experience - 40% Provide information relative to experience conducting research on the etiology of child maltreatment, as well as economic research related to child maltreatment. In addition, experience conducting literature reviews and writing peer review articles. This criterion will be evaluated to determine appropriate experience of assigned personnel.  Technical and Past performance, when combined, are significantly more important than Price. The government will award one purchase order to an offeror the government determines provides the "best value", price and other non-priced factors considered. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERICAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE SOLICITATION; A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. The following provisions apply to this acquisition: 52.212-1, 52.212-3, and 52.212-5. The following clauses listed in paragraph (b) apply to this acquisition (1), (7), (16), (17), (18), (19), (22), (24), (29) and (30). Offerors shall include a completed copy of provision at 52.212-3, Offerors Representations and Certification - Commercial Items with quote.
