Description
NOTICE OF INTENT TO AWARD The Contracting Center of Excellence on behalf of the Department of Defense, Chief, Information Officer (DOD CIO) and in accordance with FAR subpart 6.3, intends to execute a Firm Fixed Price contract under other than full and open competition-sole source basis to the National Academy of Public Administration (NAPA). The Government intends to acquire a 12 month membership to the Academys Collaboration Project, as described in the requirements below. The proposed period of performance is one year from the date of the contract award. This notice is valid until 5:00 p.m., Tuesday, August 26, 2008, and is NOT a Request for Proposals. The Government does not intend to submit a solicitation for proposals. The Government shall not be liable for or suffer any consequential damages for any technical information provided. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. REQUIREMENTS: PERFORMANCE WORK STATEMENT 18 Aug 2008 NAPA SUPPORT TO OSD 1.0SCOPE The National Association for Public Administration (NAPA) is a not-for-profit organization that provides a set of skills and is uniquely positioned to provide assistance to the Office of the Secretary of Defense (Networks and Information Integration)/DoD Chief Information Office (OSD(NII)/DoD CIO). NAPA's Collaboration Project leverages contributions by 10 government agencies to analyze best practices in implementation of Web 2.0 technologies throughout the government and provide a lessons learned product to contributors. 1.1 GENERAL 1.1.1 Introduction: OSD(NII)/DoD CIO is responsible for providing the policy, guidance, oversight, and direction for Information Technologies (IT) investments across the Department of Defense. To accomplish this, the OSD(NII)/DoD CIO requires a comprehensive understanding of how IT services are being provided across the federal government. 1.1.2 Objective: The objective of this PWS is to enable NAPA to establish an independent forum of government leaders committed to leveraging collaborative technology to solve complex problems. NAPA shall access the National Academy's distinguished Fellows, subject matter experts, and leadership and convene meetings (in person and virtually) to share best practices, lighthouse cases, white papers and leadership tools for implementation. 1.3 TASK EXECUTION PLAN (TEP) The contractor shall provide a Task Execution Plan (TEP) within 14 days of task award. The effort shall be proposed on a Firm Fixed Price basis for the all labor requirements described below. 1.4 PERIOD OF PERFORMANCE / PLACE OF PERFORMANCE The period of performance shall be 12 months from the date of award. The primary place of performance for shall be at NAPA facilities with periodic meetings in OSD spaces in the National Capital Area. 1.5 CONTRACT MANAGEMENT 1.6 GOVERNMENT FURNISHED EQUIPMENT / MATERIALS / FACILITIES There will be no government furnished equipment, materials or facilities. 1.7 INSPECTION and ACCEPTANCE/FOB Inspection and acceptance shall be at NAPA. 1.8 SECURITY Duties performed by NAPA shall not require a clearance. 2.0 REQUIREMENTS 2.1 PROGRAM MANAGEMENT: The contractor shall provide a management plan that details the cost, schedule and performance criteria to manage the tasks below. 2.2 The Collaboration Project Support NAPA shall prepare a final report documenting the results of the collaboration project. The results shall consist of lessons learned through regularly scheduled physical and virtual meeting where guest speakers address topics of interest and concern to members. The results shall also consist of use cases of collaboration implementations throughout the federal government. Additionally NAPA shall provide collaboration project members with access to a wiki-enabled site to foster real time collaboration among a community of practitioners. 3.0 DELIVERABLES SubtaskDeliverable DescriptionDate 2.1 PMManagement Plan14 days from award 2.2 Collaboration Project Final ReportNTE 12 months from award 4.0 TRAVEL REQUIREMENTS Costs for transportation may be based upon mileage rates, actual costs incurred, or a combination thereof, provided the method used results in a reasonable charge. Travel costs will be considered reasonable and allowable only to the extent that they do not exceed on a daily basis, the maximum per diem rates in effect at the time of the travel. The Joint Travel Regulations (JTR), while not wholly applicable to contractors, shall provide the basis for the determination as to what is reasonable and allowable. Maximum use is to be made of the lowest available customary standard coach or equivalent airfare accommodations available during normal business hours. All necessary travel meeting the above criteria shall be approved in advance by the Government Task Lead. Exceptions to these guidelines shall be approved in advance by the Contracting Officer or Designee. There is NO solicitation document. This notice is NOT a Request for Quotes.
