- The National Geospatial-Intelligence Agency (NGA) intends to award a sole source firm fixed price contract to Varolii Corporation. This combined synopsis/solicitation is posted with the intent of awarding to Varolii, 821 2ND AVE STE 1000, Seattle, WA. These items are proprietary products and services of the vendor and no other authorized resellers are anticipated. The requirement is for emergency notification services. BRAND NAME JUSTIFICATION: NGA has a requirement for emergency notification services for approximately 20,000 users that meet all 6 of the following requirements: 1. Solution must not employ foreign nationals. 2. Solution must be approved for use by NGA. 3. Solution must be based in the United States. 4. Solution must be a hosted solution. 5. Solution must have more than one secure data warehouse geographically separated. 6. Solution must provide resiliency of service and data with respect to multiple telephone providers. The Varolii emergency notification services are the only services that fulfills the form, fit, and function requirements of the NGA at this time. Period of performance is expected to be approximately 30 Sep 2008 through 29 Sep 2009. Quotes should contain Open Market Commercial pricing with the maximum applicable discounts applied. Total cost shall include any shipping and handling, if applicable. The Government reserves the right to cancel this solicitation, with no obligation to the offeror by the Government. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. The provision at FAR 52-212-1, Instructions to Offerors-Commercial Items applies to this acquisition. Only one award will be made to the lowest price technically acceptable offeror who meets the requirement. Offerors are required to submit a completed copy of FAR 52.212-3, Offeror Representations and Certification--Commercial Items, with their offer. The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition.
