Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice, and using the procedures of FAR 13.106-2 for simplified acquisitions. All responsible sources may submit an offer that shall be considered by this agency. THIS ANNOUNCEMENT CONTSTITUTES THE ONLY SOLICITATION; quotes are being requested and A WRITTEN SOLICITION WILL NOT BE ISSUED This Request for Quote (RFQ), Simplified Acquisition is a 100% Small Business Set Aside. A site visit is strongly advised. See the statement of work for persons to call to arrange the site visit. All proposals are due not later than 11:00 AM EDT on August 22, 2008. Quotes may be e-mailed to carol.giles@navy.mil or faxed to 904-542-6104.The Government intends to award based on past performance and lowest price. Award of a Firm Fixed Price (FFP) contract is anticipated as the result of this solicitation. The following FAR and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation-Commercial Items; 52.212-3 Offeror Representations and Certification-Commercial Items Offers the offeror shall include a completed copy of the provision with their proposal or state that they are obtainable on the On-Line Representations and Certifications (ORCA) website. 52.212-4 Contract Terms and Conditions-Commercial Items; FAR 52.212-5 Contract terms and conditions required to implement statutes or executive orders commercial items; FAR 52.237-2 Protection of government buildings, equipment, and vegetation; DFARS provisions apply as follows: 252.212-7001; 252.225.7012; and 252.204-7004. Wage determinations for both Charleston, South Carolina, and Duval County, Florida, are included. Proof of insurance shall be provided within one business day of request from Contract Specialist. 2. Contractor shall provide all supervision, labor, including expertise in removal and reinstallation of systems furniture, supplies and equipment to perform the following work. Move furniture, equipment, boxes, and miscellaneous items from: NAVFAC Offices2155 Eagle DriveCharleston, SC TO:Offices located at Naval Air Station Jacksonville, Florida.Buildings include: 902, 103, 526, 45, and two other buildings where some items will be stored. Note that quantities are estimated. 2. a. These items may be removed from Charleston office prior to September 15, 2008: Main Conference Room Table and all Chairs 4 wooden tables and approx 35 executive chairsLarge Conference Room 30 folding tables and 80 fixed stackable chairs File Cabinets - 20 tall cabinets, 20 short cabinets Bookcases11 Lawyer type bookcases, 10 shorter bookcases Office Chairs - 40 Side Chairs100 Small Conference Tables 8 Lamps/Lighting - 6-8 Packed Boxes - Bulk (estimated quantity 1200 to 1500 boxes). Boxes shall be loaded in building order (building where box is to be delivered) in the truck. These items shall be removed from Charleston office on September 15, 2008: Large Wooden Furniture Set of Furniture from COs OfficeSet of Furniture from XOs OfficeAll kitchenette furniture outside of CO/XO areaAbout 12 offices with wooden furniture entire sets Cubicles - -In old Safety area, approximately 10 cubicles with coordinating pieces.Includes electrical disconnects and packaging. 3. All wood furniture shall be wrapped in plastic to ensure protection. Any keys for cabinets shall be taped to the side and any screws/parts shall be placed in small plastic bags and attached to the furniture for ease of installation in the event we do not install it right away. All offices shall be identified as one item and delivered as one. 4. Items shall be picked up at Eagle Drive location and delivered to NAS in accordance with the following schedule: 4. a. Pick Up at Eagle Drive:The first pick up may be made within 2 business days of contract award, and shall take place no later than 6 business days of award date. This first pick up shall consist of some cartons and some furniture (approximately 1 truckload). 4. b. All the other items are to be removed from Eagle Drive no later than September 15, 2008. Note that some of the offices are not available to remove items until September 15, 2008. 4. c. Deliveries to NAS Jacksonville and NS Mayport shall be completed no later than September 18, 2008. 5. Hours of work: The contractor may work between the hours of 7:30 AM and 5 PM, local time, Monday through Friday. 6. All deliveries include setup and installation. All boxes will be packed and labeled in Charleston by Government employees. Boxes will be labeled with destination location. Government employees will be available at destination locations to assist contractor with identifying delivery points within buildings. 7. Elevators: Building 902 at NAS Jacksonville is a 2-story building and does not have an elevator. 8. SECURITY: The offices in Charleston, SC, are not on a base, so security is not an issue.At NAS Jacksonville, the point of contact for Security and gaining access to the base is Claudia Hart. The contractor is to coordinate with Ms. Hart allowing sufficient time, so that base access is not a problem that endangers performance of work. 10. SITE VISIT:Contractors are encouraged to make a site visit to offices in Charleston, SC. Point of contact for site visits are Rick Davis and Wade Grooms. Failure to inspect items to be moved and type of furniture to be disassembled and reassembled/installed is not an excuse for failure to perform in accordance with the requirements and contract. 11. Disassembly, reassembly and installation of systems furniture. Brand names of furniture to be moved include Pleion and Kimball. Some of the furniture is quite old and replacement parts are no longer available. Contractor is required to have knowledgeable personnel with the appropriate technical expertise to do the work required. 12. References. Three references shall be provided with the quote. References shall be recent, for work completed within the past two years.
