- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement along with Request for Quotation Number Q1143080048 constitutes the entire solicitation. Technical description of products, warranty information and price quotations are being requested. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This acquisition is a total small business set-aside. Responses are due on or before September 3, 2008. The North American Industry Classification System code is 334310 and the related small business size standard is 500 employees. The National Park Service has a requirement for High Definition (HD) Audio Visual (AV) Digital Players and Standard Definition (SD) AV Digital Players that meet the following salient specifications: HD AV DIGITAL MEDIA PLAYER WITH CONTROLLER The player shall be of solid-state design having no moving parts with media and control data stored on removable flash media. The limit to the size of a single file or number of files shall be the size of the flash media and the player shall be able to accommodate the current sizes available. When software upgrades are available, they will be downloaded onto a file from the company's website. The player's software must be upgradable for future requirements or advances by simply inserting a file into the player. It shall be capable of playing multiple files simultaneously either in sync as one show or as separate interactive programs. Simultaneous show mix shall include up to one audio/video plus three audios. File formats to be supported shall include: MPEG-1, MPEG-2 up to 1080i (up to 25Mbps bit rate), BMP, JPEG, MP3 and WAV. All image files shall be scaled to a single output resolution so mixed file resolutions can be used and sent to the display at the same resolution. It shall provide VGA (HD15), component and HDMI video output connections and support 1366x768, 1280x768, 1280x720, 1024x768, 480p, 720p and 1080i resolutions. Audio connections shall include one SPDIF and three stereo analog outputs. Dolby Digital (AC3) 5.1 audio in a video file shall be supported with digital out the SPDIF and assignable conversion to analog as 5.1 out the three stereo analog connectors or mixed down to a single stereo output. The player shall be able to do simple playing of file(s) in a loop with either no programming or a very simple text file. Basic interactivity shall be possible from push-buttons, mouse and touch screens using a text or CSV file. This basic programming shall include control of audio output port assignment, video resolution settings, volume level and timeouts. A more advanced control method similar to VBScript or JavaScript must be available to allow full interactive control of the unit. An internal clock shall allow for the scheduling of shows for certain time(s) of day, with variables to include a specific date, monthly, day of week, every hour or minute of the hour. The automated clock mode shall be capable of being turned on/off for doing manual programs without having to reset the player. There shall be direct connections for 12 control buttons and 6 digital outputs. Additional control ports shall include RS232, USB and Ethernet. Front panel LEDs shall show connector activity, power and video mode. The National Park Service is not responsible for locating or securing any information that is not identified in the quotation and reasonably available to the National Park Service. To insure that sufficient information is available, the offeror must furnish as a part of the quotation all descriptive material (such as cut sheets, illustrations, drawings and other information) necessary for the National Park Service to determine whether the product meets the salient characteristics of the requirement. If the offeror proposes to modify a product so as to make it conform to the requirements of this announcement, he/she shall include a clear description of such proposed modifications and clearly mark any descriptive material to show the proposed modifications. Warranty period shall be confirmed to be one year after acceptance. A one-year contract with two one-year options is anticipated. Year 1 will contain a minimum guaranteed purchase of 13 units with a maximum limitation of 100 units. Year 2 will contain a minimum guaranteed purchase of one unit with a maximum limitation of 100 units. Year 3 will contain a minimum guaranteed purchase of one unit with a maximum limitation of 100 units. Provide unit pricing for all three years and quantity discount, if applicable. Destination - FOB. Delivery - 30 days after receipt of individual Delivery Order. Evaluation of Commercial Items will be in accordance with FAR provision 52.212-2. Proposals will be reviewed to determine which one represents the greatest value, price and other factors considered. Award will not necessarily be made to the lowest priced offeror, but rather the one that offers the best value to the National Park Service in terms of the following evaluation criteria: 1.Ability to meet the technical requirements. 2.Warranty and price. The evaluation criteria are listed in descending order of importance. Price will be a factor in the award decision, although the award may not necessarily be made to that offeror submitting the lowest price. Offerors should submit the following: 1.Price per unit for a minimum of one HD AV Digital Media Player with controller and a SD AV Digital Media Player with controller and a maximum of 100 units per year for three years. Quantity pricing should be indicated, if applicable. Also indicate if the two items can be mixed for quantity pricing. 2.Technical description and/or product literature. 3.Description of warranty. 4.Copy of the most recent published price list. Proposal submission requirements follow: All proposals shall be submitted in an original and one copy for receipt no later than 4:00 p.m., ET, September 3, 2008, and be clearly marked with Request for Quotations Number Q1143080048. Offerors are hereby notified that if your quotation is not received by the date and time and at the location specified in this announcement that it will be considered late in accordance with FAR 52.212-1.
