- The US Geological Survey intends to negotiate on a sole source basis with RMB Earth Science Consultants, 327 Rosehill Wynd, Delta British Columbia, Canada to perform absorption isotherms analyses on twenty (20) coals samples. The proposed action is for services for which the Government believes that there is only one responsible source and no other vendor will satisfy the agency's requirement. The following Justification for Other than Full and Open Competition has been prepared in support of this acquisition: The US Geological Survey has a requirement for high pressure methane adsorption isotherm analysis to estimate the gas storage capacity of low rank coals in coalfields in the U.s. and worldwide. Measurement of the gas storage capacity of the low rank coals is a priority investigation of the Energy program. Assessment of the gas includes strict deadlines for creating and supplying data required in the calculation of coalbed gas to cooperating government agencies such as the Bureau of Land Management and Philippine Department of Energy (DOE). Adsorption isotherm analysis is necessary to interpret how much volume of gas is adsorbed in pore system in the coal, to develop theories as to the origin, saturation, and distribution of coalbed gas in order to estimate coalbed gas resources. This analysis requires a consistent methodology and strict adherence to procedures established and maintained by the American Society of Testing and Materials. More importantly, RMB has analyzed and established a protocol for countless low rank coal samples submitted by other customers. RMB experience in treating these low rank coal samples for isotherm analysis in their laboratory is required to get accurate measurements. In addition, the USGS has contracted with RMB before to do similar analysis and this analytical relationship provides familiarity of analyzing the samples as well as provides a historical analytical continuity and consistency of methodology permitting reliable data collection. Firms who feel that they can furnish the required services described above are encouraged to identify themselves and give written notification to the Contracting Officer. Those firms believing they can provide similar services must provide supporting evidence that they can furnish the services identified above in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive quotes. The Government will consider all responses received within 5 days of the date of publication of this notice. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by e-mail at ldhayes@usgs.gov.
