Description
The Agency of Substance Abuse and Mental Health Administration (SAMHSA), Office of the Administrator (OA), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to the National Minority Aids Council (NMAC), 1931 13th Street, NW, Washington, DC 20009. The purpose of this contract is three fold: to conduct the Annual One-SAMHSA National Minority AIDS Initiative (MAI) Grantee Conference; conduct a SAMHSA Consultation on Substance Abuse, Mental Health and HIV/AIDS in the African-American population; and to develop a White paper that will assess the nature, extent and scope of the HIV/AIDS and substance abuse and mental health disorders in this specific population. A narrative on each item follows: One-SAMHSA HIV/AIDS Conference: The Annual One-SAMHSA National Minority AIDS Initiative (MAI) Grantee Conference will be co-located with the United States Conference on AIDS sponsored by the National Minority AIDS Council. Only at the U.S. Conference on AIDS will SAMHSA staff and grantees have the triple opportunity to further enhance their knowledge and skills, interface with the broadest and largest convocation of HIV/AIDS service providers, and network with other Center grantees to leverage local, state, regional and federal resources. Conference Overview: This collaborative effort among each of SAMHSA’s Centers will result in a two-day conference, scheduled for FY 2008- 2009. The SAMHSA National MAI Grantee Conference will be a landmark effort for the agency and is unprecedented among HHS MAI activities. SAMHSA will utilize state-of-the-art technology to map the wave of the dual epidemics of HIV/AIDS and substance abuse and highlight the geographic distribution of SAMHSA HIV/AIDS, hepatitis, and substance abuse prevention and treatment and mental health MAI grantees to help guide future planning and targeting resources. SAMHSA will use this information to construct State and regional platforms to guide the content development of conference plenary sessions, workshops, roundtables and poster sessions. The SAMHSA National Minority AIDS Initiative (MAI) Grantees Conference has been highlighted by the Secretary’s Office of HIV/AIDS policy as a successful initiative designed to unite, connect, and expand the capacity of MAI grantees to collaborate for increased access and utilization of HIV/AIDS, substance abuse prevention and treatment and mental health services for minority populations. The objectives for this national conference are: 1) to enhance community-based capacity for integrated systems of care for HIV/AIDS and substance abuse prevention and treatment and mental health; 2) to address sustainability of SAMHSA MAI programs through synergetic exchanges of HIV and substance abuse prevention and treatment and mental health programs, policies, and best practices among community and faith-based providers; 3) to cross-fertilize and facilitate sustainability by exposing MAI grantees to the missions and funding priorities of other Federal agencies; 4) to promote Rapid HIV Testing and HIV testing technology; and 5) to increase the number of qualified candidates among MAI grantees represented in the SAMHSA National Registry of Effective Programs and Practices (NREPP). A SAMHSA Consultation on Substance Abuse and Mental Health and HIV/AIDS in the African American population: The rate of HIV/AIDS diagnosis in the African American community is 7 times that of whites. Blacks made up 15% of all new HIV diagnoses between 2001 and 2005. There us also a high prevalence of sexually transmitted diseases (STDs) in the African American community. This consultation will introduce key organizations to SAMHSA and its initiatives to address HIV/AIDS. The National Minority AIDS Council (NMAC) is requested to conduct a SAMHSA consultation to bring key constituent groups together to consult on the crisis among African Americans with all three Centers and Offices to better inform SAMHSA on how to develop culturally-based and sustainable responses to the HIV/AIDS epidemic for the African American population with substance abuse and/or mental health disorders and HIV/AIDS. White Paper in partnership with the National Black Women’s HIV/AIDS Network A White Paper is to be developed in partnership with the National Black Women’s HIV/AIDS Network that will assess the nature, extent, and scope of HIV/AIDS and substance abuse and mental health disorders in the African American female population in the United States. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
