Description
The Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC) is soliciting proposals in the following area of "Reverse Engineering" in software development. The contractor shall provide all resources, facilities, supplies and services to complete the required task and deliverables for the research effort "Reverse Engineering" for the Software and Digital Systems (Research) Program in support of the Flight Safety Branch, AJP-6350, at the Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC) in accordance with the Statement of Work (SOW) located in Section C. The evaluation will be based on the following three (3) technical factors: The technical factors include: (1) Technical Approach, (2) Relevance to Aviation Safety, (3) Key Personnel and Past Performance. The factors are rated as follows: Factor (1) Technical Approach is more important than factor (2) Relevance to Aviation Safety and factor (2) is more important than factor (3), Key Personnel and Past Performance. Award will be made to the responsible offeror whose proposal provides the "Best Value" to the FAA. This proposed procurement is for full and open competition. The NAICS code is 541330, Engineering Services: $4.5 million Interested parties responding to this solicitation are directed to the attached SIR. All questions/ inquires must be provided in writing to William Zeiger at william.zeiger@faa.gov. Proposals are due no later than August 28, 2008 by 2:00 PM, EST. This SIR does not commit or obligate the Government. Offeror's are cautioned to review all attachments.
