- Description
- The USGS, Vancouver, WA, requires two, real time, high-rate GPS processing software site licenses. The specifications are:The software will provide precise real-time and post-processed estimates of GPS positions at each observation epoch (data rate up to 10Hz) and, where appropriate, estimates of phase ambiguities, receiver and satellite clock corrections, and ionospheric and tropospheric biases. Single-epoch high dynamic range position solutions must be produced. Filtered low-noise and low-dynamic-range solutions are desirable, but not required. There will be no arbitrary limit on the number of stations processed by a single computer at a single processing center, nor on the number of processes that can be run on a single computer. The software must be capable of calculating ambiguity-fixed "network" (relative position) solutions using suitable combinations of the user-specified double-difference single or dual-frequency phase (e.g., L1, L2, L3, L5) and code observables from a large number of stations (>20), and precise point positions (PPP) using undifferenced L3 (ionospheric-free linear combination of L1 and L2) observations from a large number of stations (>30) along with external (e.g., IGS real-time) and internal (input from separate run or as part of current run) estimates of satellite orbits and clocks. In networks with mixed single- and dual-frequency receivers, the option of computing ionospheric corrections from the dual-frequency stations will be available to improve the precision of the single-frequency position solutions. In network/double-difference mode with high-quality data, a high-percentage of the integer ambiguities of the GPS carrier wave must be correctly resolved for inter-station distances of less than 50 KM.Software must be capable of tracking rapid large (~1 m) and small (15mm) antenna offsets, such as those found in data from a USGS experiment available at: ftp://ehzftp.wr.usgs.gov/langbein/LVexp. Some results are given in an USGS Open File report found at: http://pubs.usgs.gov/of/2006/1235; pages 14 to 25. The software must be able to read and process in real-time data streamed over the internet from Trimble 4100, 4700, 5700, R7, and NetRS GPS receivers (RT17, or BINEX (?) formats). The software must be able to read and process in real-time data streamed from Ashtech Z-XII, Z-FX, micro-Z receivers. Remote software on a download computer could be used to capture and stream data to the processing computer. The software must be able to read and process in real-time GPS data streamed over the internet with the Ntrip software. It must be possible to configure and run the software from the command line (to allow shell-type scripting).Output of positions and other estimated parameters will be available in ASCII format. In addition, web accessible plots of positions are desirable but not required. For reliable real-time streams of data, software must be capable continuously processing 1s data from up to 30(?) sites with a standard, modern, desktop computer (either with UNIX/Linux, Windows, or MacIntosh operating systems). For real-time processing, the software must not require additional hardware at the GPS sites (other than a telemetry or internet connection). The RFQ will be made available to interested parties through email by contacting the Contracting Officer at sevans@usgs.gov, providing mailing address, contact information, and email address not later than 8 August 2008. All responsible sources may submit a quote. Quotations are due by the close of business 15 August 2008. Technical data must be submitted with the quoteThe associated NAICS is 541512, Computer Systems Design Services, with an associated size standard of $6.5 Million. This notice and any resulting solicitation or purchase order conforms to the requirements in place through FAC 2005-26, effective 12 June 2008.
