- The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Operations and Requirement Division/W/OS1 is requesting three day onsite training. The description for this requirement is below. The Period of Performance is from August 12 - 14, 2008. The contract type will be Fixed Price. The Government requests that Offerors submit a Technical and Price Proposal. The Past Performance information should be submitted with the Technical Proposal. The Past Performance information must be for similar work with recent point of contacts for the past three years. The evaluation criteria are technical, past performance, and price. When compared, technical and past performances are more important than price. The Government will make the award from this RFQ to the responsible vendor whose offer conforms to the RFQ and is the best value to the Government. Proposals are to be mailed to Grace E. Statement of Work for Requirements Training NOAA National Weather Service Office of Climate, Water and Weather Services Operations and Requirements Division Background: With increased technological advances and the tight budget climate, the agency needs to ensure its needs/requirements are properly defined and resources are applied in a way that gets the best results. The Operations and Services Improvement Process (OSIP) was developed to address this need. OSIP operates on the premise of upfront planning (requirement definition and validation) to ensure that the project is clearly defined and that a feasible solution has been identified. This will ensure that NWS developers develop what is needed, when it's needed, within project costs. To ensure that the requirements are properly elicited from the customers, partners and stakeholders, a requirements training course is needed. The scope: The three day course materials and presentations should include written and oral presentations for 15 participants on the following: 1. Collecting requirements 2. Writing good requirement 3. Managing requirements 4. Requirements validation and verification (The course should place a great deal of emphasis on verification and validation i.e., Requirements Traceability Matrix) Conducting iterative requirements reviews Using metrics to track the requirement process and keeping it fluid 5. Brainstorming sessions on requirements management and process improvements Utilization of requirement management tools The location: The course will be taught at the NOAA Silver Spring Complex in Silver Spring, Maryland. Dates/Period of Performance: The course shall not begin before August 12, 2008 and must be completed by August 14, 2008. Deliverables Schedule: *The instructor will supply class materials and notebooks for each class participant on the first day of the course. *NOAA National Weather Service will provide computers, projectors, and writing pads as needed. Special Requirements: *A certified instructor must be physically present at the designated Silver Spring location to teach the participants. Course materials should explain what participants should know prior to writing requirements for facilitate writing good requirements. The course should include examples and discussions on identifying good requirements. Finally and probably most importantly, the course should include a session on allocation and traceability-validation and verification.
