Description
The US Department of the Interior (DOI), Bureau of Indian Affairs is seeking authorized contractors with the ability to provide a middleware software or a simular or equal software product to support the Two Factor Authenication Project. The middleware software enables DOI to make use of HSPD-12 PIV cards and existing hardware, including smartcard readers and the ESN VPN, to implement two factor authenication for remote access. PROJECT SUMMARY: In order to use PIV cards for logical authenication, DOI must purchase a middleware or software product of equal standards that is FIPS 201 compliant and which also support the multiple workstation platforms in use at DOI, including Windows, Linux, Solaris and Mac OS. PRODUCT REQUIREMENT: The middleware software or software product of equal standands must be available for purchase and use at the time of contract award. The software must support the following operating systems: Windows, Linux, Solaris, and Mac OS. The middleware software or software product of equal standands must allow the FIPS 201 compliant PIV card and reader to communicate with the workstation operating system. The middleware software or software product of equal standands must be in compliants with FIPS-201/PIV CERTIFIED BY NIST and GSA BASIC SERVICE INTERFACE (BSI). The middleware software or software product of equal standands must suppot the following technologies: {1024 and 2048 bit RSA encryption}, {X.509 certificates}, {PKCS# 7, 10,11, and 12}, {Microsoft CAPI 2.0, {SSL}, {S/MIME}, and {DES and triple DES}. The middleware software or software product of equal standands must suppot the following functionalities: {Secure VPN compatibility with multiple remote access solution}, {Console for administratering cards, including PIN change and unlock card}, {Support for remote desktop and thin client solutions}, {Support for a wide range of applications and PKI services}, Support for automatic software updates, and {Support for remote and centralized (local) post-issurance card/cert updates. PERFORMANCE PERIOD: The government intends to award an Indefinite Delivery, Indefinite Quanity (IDIQ) contract for 1 base year with four option periods. Due to the nature of TIER I, II, and III pricing structure, the government intends to make an initial purchase of software for 1750 users. The actual initial purchase will serve as the minimum purchase requirement for the entire contract award price. PLACE OF PERFORMANCE: The contractor must support a target environment for all remote users under DOI to include Alaska. THIS IS NOT A REQUEST FOR QUOTES, PROPOSAL OR INVITATION FOR BIDS. The responses received from this posting will be used to compile a list of potential sources. Contractor must be currently registered in the Central Contractor's Registration (CCR). Contractors can register at www.ccr.gov. This posting's purpose is only to identify potential sources. The Government is in no way obligated to do business with or to enter into in any form of contract with any person, firm or other entity that receives this inquiry. The inquiry neither states nor implies that future contracts will be awarded to persons, firms, or other entities responding to this inquiry. However, there may be possibility for future business if/when the Government has a need for this service.
