Description
BLM Request for Proposals, NAR080118, Cultural Resources Inventory IDIQ for the state of Colorado. Solicitation number NAR080118 applies and is issued as a Request for Proposals (RFP) for the following requirement: The Bureau of Land Management has a requirement for cultural resource inventory services in the state of Colorado, for 12 months, starting around October 1, 2008, with an option for 4 more 12-month periods. It is anticipated that multiple awards will be made. After award, whenever these services are required, each awardee will be given the opportunity to compete for each task order. The Bureau of Land management (BLM) is required to identify, evaluate, and protect cultural resources on public lands or that may be affected as a result of BLM actions. The BLM must ensure that the agency initiated or authorized undertakings do not inadvertently affect cultural resources on public as well as state and private lands. This procurement provides BLM with basic cultural resource information making and implementing decisions on cultural resource management under multiple-use land management principles. Prior to taking actions which may affect cultural resource values, the BLM will consider the effects of these actions on properties eligible for the National Register in accordance with the following: Federal Land Policy and Management Act of 1976, National Historic Preservation Act of 1966, American Indian Religious Freedom Act, Native American Graves Protection and Repatriation Act, Archaeological Resources Protection Act, and various extant program manuals and guidance. The BLM Colorado has a State Protocol Agreement with the Colorado Historic Preservation Officer (SHPO) dated April 29, 1998, (Protocol) and the BLM's Handbook of Guidelines and Procedures for Inventory, Evaluation, and Mitigation of Cultural Resources will provide the basic cultural resource information necessary for making and implementing decisions on several types of multiple use management actions. Prior to authorizing undertakings the BLM must identify historic properties within the Area of Potential Effect (APE) for the undertaking and take steps to mitigate the effects of the undertaking. BLM may conduct cultural resource inventories to identify and evaluate cultural resources affected by the proposed activity and to determine mitigation options. BLM may also conduct mitigation and treatment efforts to lessen or eliminate effects to historic properties. Cultural resource data, including site records and project reports for public land actions are available from the Colorado SHPO, Office of Archaeology and Historic Preservation Office (OAHP) in Denver. Overviews summarizing this existing data (Class I Inventories) have been completed for some portions of the State. Sample field inventories have been conducted in selected areas of the State. BLM planning documents are located in Field Offices and contain additional general cultural resource inventory data. The primary objectives of this procurement are to conduct and document cultural resource inventories, and/or protection projects, as needed, for public land to be specified at a later date. The general activities involved in this effort include planning, fieldwork, analysis, and report preparation. Secondary objectives include the technical editing and desk top publishing of documents, compiling of inventory data, records maintenance, and site file and site atlas updating in BLM field offices. As target areas are identified for a particular type of management action, BLM will evaluate the need for specific types of inventory or other tasks to be performed. The BLM will issue task orders according to standards and guidelines provided herein. Potential tasks include, but are not limited to, inventory, evaluation, office support, survey support. The work is located on the Bureau of Land Management's (BLM) administered lands in Colorado. This is a 100% set-aside for small business. The standard NAICS classification is 541720. Size standard is $6.5 million. Proposals are due September 3, 2008 by 2:00 PM Mountain Time.
