Description
SYNOPSIS AND SOLICITATION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. The Coast Guard intends to award a sole source contract for the items described below. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The NAICS code is 335129. The U. S. Coast Guard (USCG) has a requirement for the following “SABIK of Finland Parts and Kits”: 360 LED Flasher Conversion kits, 25 spare LED Flashers, 4 MPV lanterns and 15 MK-2 Programmers and associated hardware manufactured by Sabik of Finland to support the existing lanterns. This is a Commercial Off the Shelf (COTS) procurement for LED Flasher kits for use on the Sabik MPV-LED ice buoy lantern. The kit contains a Sabik LED Flasher, spun stainless steel can with programming port, vent and cable entrance to enclose the electronics at the base of the lantern. The LED flasher kit is specifically designed for use with the Sabik MPV-LED lantern, programmed with the standard CG rhythms and encloses the base of the lantern when used on 7x20 ice buoys. Required delivery of the LED Flasher kits, LED flashers, MPV lanterns, and MK-2 Programmers is October 31, 2008. Shipping shall be F.O.B. Destination. See the shipment schedule below. The USCG intends to solicit on a noncompetitive basis, Light Wave Options, 35 Country Club Place Brockville, CAN ONTA K6V 6T6, the authorized North American Distributor for the Lanterns identified above. The statutory authority for other than full and open competition is 10 USC 304c (1) implemented by Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. However, if your firm believes it could accomplish this effort in the requested time frame, indicate this interest and submit a qualification package not to exceed 10 pages explaining your capabilities to the above listed point of contact no later than fifteen days after the date of notice. Oral communications are not acceptable. All responsible sources will be considered for evaluating the determination to issue a sole source contract. Quotes shall include a completed copy of the certifications at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items (NOV 2007).
