Description
SOURCES SOUGHT – CLOSING SERVICES The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) is seeking sources capable of providing closing services for Wetland Reserve Program (WRP) conservation easements. The applicable NAICS code is 541191. Closing services will be for easements located throughout the State of Tennessee. Respondents may submit an offer to perform work in any or all counties in Tennessee. NRCS envisions entering into multiple Blanket Purchase Arrangements (BPA) with qualified vendors capable of providing closing services. A BPA is a method of filling anticipated repetitive needs. It is not a contract. The Government is not obligated to place any orders nor is the vendor obligated to accept any orders. PERIOD OF PERFORMANCE – It is anticipated that the BPA’s will be utilized over the next several years to fulfill NRCS’s title service needs. The BPA will remain in effect until cancelled by either party. SERVICES TO BE PERFORMED - The Wetlands Reserve Program (WRP) authorizes the acquisition of easement rights for willing landowners for the purpose of restoring and protecting wetlands. NRCS is the lead agency within the United States Department of Agriculture charged with administering the program. The vendors awarded a BPA, will perform closing services, including obtaining title insurance from a title company approved by the United States Attorney General, in accordance with the attached specifications. The vendor will basically provide the same closing services as in a commercial transaction, including obtaining deeds, and any necessary curative instruments to assure merchantable insurable title in the name of the United States of America to the wetland easement. Under current program regulations, the closing services do not include disbursement of funds to the seller. The closing services will be performed in the county in which the wetland easement is located, unless the Vendor and landowner mutually agree to a different location.
