- The solicitation for this project will be posted to Fed Biz Opps on or about August 11, 2008. The estimated cost for this project is between $25,000 and $100,000. Starkey Experimental Forest provides critical research for Forest Service and other project partners. The existing water system at the Starkey Experimental Forest Headquarters is deteriorating due to age and requires upgrades. This project shall address the source water controls, primarily pumphouse and wellhead items. The scope of the work involves the selective demolition of the existing pump housing, foundation, and a 25,000 gallon underground storage tank. The new pumphouse is approximately a 10’ by 15’ building with slab-on-grade foundation and stick built (or pre-fabricated) framing and structure. The structure shall be designed and constructed according to State and local codes. Currently the wellhead is contained inside a fiberglass housing anchored to a concrete slab. The wellhead shall be protected and the cap upgraded as shown in the plans. The submersible pump/motor and all controls shall be salvaged and reinstalled with new wiring. The new pumphouse shall require a new underground power line, meter, and service be established with the local utility company. Coordination and cost for the establishment of the service shall be the contractor’s responsibilty. A new meter, disconnect, conduit, and panel shall be installed by the contractor for the new pumphouse service. A Ufer ground system shall be coordinated and constructed with the building foundation. The pumphouse shall have the power meter and disconnect mounted on the exterior wall with a new service panel installed on the interior wall. The panel shall provide power to the salvaged controls and pump/motor. The contractor shall make the system functional with the equipment salvaged. The contractor shall install valves, valve boxes, piping, capping, and fittings as needed for completing the decommisioning of abandoned lines and reconnection to the existing distribution system. Vacuum break devices shall be installed on hose bibbs as required in the plans and specifications. All work and materials including but not limited to demolition, water piping, conduit, valves, valve boxes, controls, wiring, lighting, earthwork, operations and maintenance manuals, disinfection and testing, etc. shall be the responsibility of the contractor. The Starkey Experimental Forest Headquarters is located within a fenced area of the Starkey Experimental Forest. The headquarters can be accessed via Forest Service Road (FSR)2120 approximately 1 mile off State Highway 244. The turn off for FSR 2120 approximately 25 miles west of La Grande via Interstate 84 and 244. The legal description of the site is Township 4 South, Range 34 East, and Section 14.
