- This notice is issued by the NASA/GSFC Wallops Flight Facility to post a Requestfor Information (RFI) including a Statement of Work to solicit responses from interestedparties. This document is posted for Government information and planning purposes onlyand to allow industry the opportunity to verify reasonableness, understanding andfeasibility of the requirement. Additionally, the incentive fee structure for thiseffort is included for comment on effectiveness and efficiency of incentivizing theselected contractor. For clarity purposes, the Contract Deliverables are also includedfor response.NOTE: Please ignore the highlighted areas in the Statement of Work as they will beclarified in the DRAFT RFP. Questions will NOT be addressed in any formal manner. They will be assessed by theGovernment and considered along with all other comments. NASA intends to use the comments from this RFI to aid in making the final decisionsregarding the statement of work and the incentive fee structure. The objectives of theRFI are: to provide industry with preliminary information regarding this potentialacquisition, invite offerors to submit comments and questions regrading the technicalapproach and fee structure. Additionally contractors are encouraged to submitsuggestions and innovative ideas available to improve the technical approach and the feestructure available for the Government to use and incorporate in the subsequent contracttaking advantage of technical developments evolving in industry today.This preliminaryinformation is being made available for planning purposes only. It does not constitute aRequest for Proposal, Invitation for Bid, or Request for Quotation, and it is NOT to beconstrued as a commitment by the Government to enter into a contract, nor will theGovernment pay for the information submitted in response to this request. Thisprocurement is subject to review or cancellation at any time. This notice constitutesall information concerning the NASA Sounding Rocket Program Operations that will befurnished at this time. Responses to this RFI are requested by August 11, 2008. Interested firms are requested to submit their statements, as well as any comments,suggestions or questions on these documents to: NASA Wallops Flight Facility, Attention: Pamela J. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application.
