Description
68 - Recurring Chemicals for the OTTO FUEL II Program The Naval Surface Warfare Center, Indian Head (NSWC IHD) is conducting a SOURCES SOUGHT to determine the availability of qualified contractors to support our recurring chemical requirements for the OTTO FUEL II, (torpedo fuel) program. This program supports the Navy Fleet Command Defense Training. The anticipated chemicals are Soda Ash (sodium carbonate), Propylene Glycol, and Carbon Drums. The quantities are unknown at this time. NSWC IHD anticipates establishing Blanket Purchase Agreements (BPAs). The BPAs will be for a 5-year period. Individual call orders will be competitively awarded to BPA contractors. An undetermined amount of BPAs will be awarded. It is anticipated that this will be a100% small business set-aside procurement. Small Business chemical distributors are also encouraged to respond. BPA vendors must accept credit card as method of payment. The purpose of the BPAs is to reduce the number of transactions for small orders and to place a single order of a moderate amount. This will be done on a competitive basis and, for the time being, no single order (call) is expected to exceed $100,000.00. It is our hope that this will reduce the administrative costs for both you and the Navy. If you would like additional information about BPAs, you can refer to the Federal Acquisition Regulation (FAR) Part 13.303. Chemicals must be pre-qualified. Vendors are encouraged to submit product samples for lab testing. Previously qualified vendors are not required to submit samples. Samples may be submitted to: Kathy Thir, Chemical Plant, 3655 Intramine Way, Suite 101, Building 765, Indian Head, MD 20640. Vendors' Technical Point of Contact should be supplied for follow-up information. All responsible sources may respond to this issuance. The North American Industry Codes are 32518, 325188, 325199, and the Small Business Size Standard is 1000 people for each. Interested parties must register in the Central Contractor Registration (CCR), online at http://www.ccr.gov/ and must also register at the Online Representations and Certifications Application (ORCA) website https://orca.bpn.gov/. Vendors wishing to participate in this requirement must submit company name, point of contact, CAGE code, current business size and products to Ruth D. Adams, ruth.d.adams@navy.mil, IHDIV, NSWC by 8 August 2008, 4:00 p.m. Eastern Time. Please title your email CHEMICALS SOURCES SOUGHT.
