- Description
- The U.S. Army Corps of Engineers-New England District (Corps) is proposing to restore Broad Meadows Marsh, located south of Sea Street and the Broad Meadows School in Quincy, Massachusetts. The Project involves the removal of approximately 40 of 65 acres of historic fill resulting from the disposal of dredged material within a diked area to restore 35 acres of salt marsh and 5.0 acres of Bordering Vegetated Wetland (BVW). The remaining 25 acres of fill will be converted to coastal grassland habitat that will also provide passive public recreational uses. The project is part of a joint effort between the City (the local sponsor for the Project) and the Corps to restore the Broad Meadows Marsh. The Corps is the lead agency and will be responsible for the construction and construction management of the restored salt marsh and waterfront park. The proposed construction activities will involve excavation of approximately 6 to 10 feet of former hydraulically dredged material (approximately 390,000 cubic yards) from the southern portion of the former dredge disposal site to achieve a sustainable salt marsh elevation between elevation 1.5 feet and 5 feet NAVD 88. Elevated walkways will be constructed across portions of the salt marsh and will be connected to a trail network throughout the site. The southern, excavated area will be graded to elevations to sustain approximately 10 acres of low salt marsh, 0.3 acres of salt pannes, and 20 acres of high salt marsh. Two main tidal channels will be constructed through the marsh to provide tidal flushing to sustain a salt marsh ecosystem and provide roughly 6 acres of aquatic intertidal habitat. The constructed channels will be aligned with the former intertidal creeks that existed before the site was filled with dredged materials. The construction contractor will utilize low pressure heavy construction equipment suitable for salt marsh restoration work to relocate the formerly dredged material on site. To protect water quality, the existing perimeter berm will be left in place until all of the material behind it is removed. Equipment will be located only in those areas which will need to be disturbed in order to remove portions of the berm for the main channel and to connect the restored channel to the existing channel outside the berm. If equipment needs to go beyond the area that will be disturbed, then appropriate matting (e.g., timber mats or swamp mats) will be used for any equipment that will be staged on the existing salt marsh. As a layer of natural peat may exist under the diked area to be restored, and a natural seed source exists immediately adjacent to the restored site, the area should re-colonize with native salt marsh communities. However, to facilitate the colonization of the salt marsh with native vegetation, the new high and low marsh areas will be planted with Spartina patens and Spartina alterniflora, respectively. The estimated cost of this work is between $1,000,000 and $5,000,000. This solicitation is 100% Set-Aside for HUBZone Small Business concerns. The NAICS code for the work is 237990 with a small business size standard of $31 million. The solicitation shall be made available via the Internet (www.fbo.gov) on or about 11 August 2008.
