Description
This document serves as a Notice of Intent to award as a sole source requirement to X-ray Optical Systems, Inc. at the current location of Customs and Border Protection Laboratory, Newark, NJ. CBP needs to purchase the Sindie-7039 Monochromatic Wavelength Dispersive XRF for the purpose of analyzing low levels of sulfur in gasoline and diesel fuel samples. According to the ASTM International Standard Test Method for Sulfur in Gasoline and Diesel Fuel by Monochromatic Wavelength Dispersive X-ray Fluorescence Spectrometry D 7039-07, which we must use, the sole manufacturer of equipment capable of meeting this standard is X-ray Optical Systems, Inc. This proposed contract action is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit Proposals. This notice of intent is not a request for competitive proposals; however, all proposals received by the closing date and time will be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any vendors who believe they can provide the equipment and can provide proof of ability to meet the requirements should email or fax their company’s capabilities information to the attention of Susan Knose by 3:00 p.m. EST, July 30, 2008.
