- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotes (RFQ). Submit written offers (oral offers will not be accepted), on RFQ F2U3558169AG01. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14 and Defense Acquisition Circular 91-13. This procurement is being issued as Small Business. The North American Industry Classification System (NAICS) Code is 336321 and the size standard of 500 employees applies to this procurement. The requirement is to procure Emergency Vehicle (Police) Lighting and associated equipment for four (4) vehicles with installation. The requirements listing of equipment is too extensive to include in this notice, and is included as an attachment. Vendors not able to access the attachement and interested in submitting quotes should contact Clay Dones, Contract Specialist at clayton.dones@luke.af.mil for requirements. Vendors shall indicate their best delivery and installation times in number of days. Pricing FOB Destination to 7011 N. El Mirage Ave., Glendale, AZ 85307. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition. The evaluation will be based on low price, and technically acceptable offer. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and 52.212-3 Alt I, Offeror Representations and Certifictions-Commercial Items. The clause at FAR 52.212-5 (Dev), Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this solicitation. Specifically, the following clauses and provisions cited are applicable to this RFQ: 52.214-21, Descriptive Literature. The clause at DFARS 252.212-7001 (Dev), Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this RFQ. Specifically, the following clauses, cited are applicable to this solicitation: DFARS 252.225- 7001, Buy American Act and Balance of Payment Program, DFARS 252.243-7001, Pricing of Contract Modifications, L-733 Commercial Items-Contract Terms and Conditions, L-734 Ombudsman. Clauses can be reviewed at http://farsite.hill.af.mil. To be eligible to receive an award resulting from this RFQ, contractor must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS. To register, you may apply through the Internet at http://www.ccr.gov. All quotes must be valid for 30 days and emailed to clayton.dones@luke.af.mil or faxed to (623) 856-3447 ATTN: Clay Dones. The response due date is 7 Aug 08. Quotes are required to be received no later than 4:00 PM PST, 7 Aug 08.
