- NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. Centers for Disease Control and Prevention (CDC) / Division of Vector-Borne Infectious Diseases (DVBID), hereby announces its intent to issue a purchase order to SP Industries, Inc. manufacturers of VirTis; Quantity 1 - AdVantage Plus Freeze Dyer EL, 1 - Stoppering Configuration, 1 - Leybold 2.5E vacuum pump, 1 - Oil Mist Eliminator for vacuum pump, 1 - Wizard automated control system, 1 - triclover for HVP installation & 3 - Removalable bottom stainless tray for use with AdVantage Freeze Dryer. In order to ensure the safety of the laboratory environment and laboratory workers during lyophilization of virus samples, the freeze dryer must fit inside of the existing biosafety cabinet (28" deep, 25" wide and 30" high; the entire condenser and stoppering system must weigh less than 400 pounds). This laboratory produces a large amount of reference reagents and the process of freeze drying these reagents for shipment requires that the freeze dryer include a stoppering tray system (not just side portals) for bulk drying. Safety and additional cost constraints require the Freeze Dryer to be able to incorporate into the existing Vaporized Hydrogen Peroxide (VHP) sterilization system which is the most effective process and is the superior system in terms of safety (since it does not use flammable gases). This project is supported by justification for other than full and open competition to SP Industries (VirTis), under authority of 41 U.S.C.253(c)(1). Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written product and pricing information in the format they choose, not to exceed 10 pages. Please forward product and pricing information to James Ambrozic, Purchasing Agent, Assistance Field Branch (Pittsburgh), PO Box 18070, Cochrans Mill Road, Pittsburgh, PA, 15236-0070; email eud7@cdc.gov. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all product and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with SP Industries, 815 Route 208, Gardiner, NY 12525 as the only source and a purchase order will be issued without any additional notices being posted.
