- This publication serves as a notice of intent to negotiate a sole source contract with California Academy of Science (CAS). The National Oceanic and Atmospheric Administration, Gulf of the Farallones National Marine Sanctuary has a need to implement education and stewardship programs at the California Academy of Sciences (CAS) in San Francisco and at the Gulf of the Farallones National Marine Sanctuary at Duxbury reef in Marin. This program is for the Education and Stewardship of a larger Duxbury Reef Restoration and Interpretation program. The overarching objective of the Rocky Reef Interpretation and Restoration Program (RRIRP) is to restore Duxbury Reef through research, education and stewardship. This will entail developing a program that will foster interest of the natural history of intertidal life and teach tidepool etiquette to complement the existing research and monitoring program. The ultimate goal is to reduce the effects of trampling and collection of intertidal algae and invertebrates at Duxbury Reef and beyond. If successful, this program will be replicated and used at other sanctuary rocky shore sites along the coast of California. The environmental education and stewardship component of this program is aimed at increasing public awareness and care of this sensitive habitat. This will be accomplished through the development of a volunteer program that will include natural history, interpretation, fieldwork and an opportunity to be a part of a rocky shore restoration project. Task will include: A) Create a Rocky Shore interpretive training program for volunteers, which will include basic information on the CAS and GFNMS, interpretive techniques, tidepool etiquette, natural history of rocky shore algae and invertebrates. B) Create a field-training program for the outdoor reef volunteers, the Rocky Reef Naturalists. This will include outdoor interpretation and four field sampling tasks: 1) Visitor Counts, 2) abundance and distribution of turban snails, 3) abundance and distribution of Fucus, and 4) Photo Plots. C) Develop a final training manual for Rocky Reef volunteers, GFNMS has a draft manual available for guidance. D) Develop an additional manual for the outdoor reef component that includes maps of the study site, the data entry forms and field sampling protocols. E) Recruit and train the Rocky Reef volunteers, training will include natural history of the species that inhabit the rocky shores, human impacts to the habitat, best tidepool etiquette and how to interpret the rocky shore to school groups and the public. All Rocky Reef volunteers will be required to take this 18-hour basic course. F) Recruit and train the volunteers who elect to participate in the outdoor reef component. This training will include information on the restoration project, monitoring protocols and procedures, how to complete data forms and data entry. This training will be a minimum of six hours. Once completed the volunteers will be known as Rocky Reef Naturalists. G) Purchase equipment relevant to the Rocky Reef Interpretation and Restoration program, such as lap top computer, outdoor reef volunteer field jackets, monitoring supplies, interpretive tools and aids for volunteer use. The Government intends to negotiate a firm fixed price contract with the period of performance commencing from date of award for one (1) year with three (3) option years. The NAICS code for this procurement is 712190 with a corresponding size standard of $6.5 million. This notice represents the only official notice of this solicitation. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only California Academy of Science can provide these services. However, other potential sources with the expertise and required capabilities to provide these services may submit such data which demonstrates the technical requirements stated above in duplicate no later than 10 calendar days from the date of the posting of this announcement. This data must include sufficient information to allow NOAA to evaluate the proposal relative to the technical requirements stated above. Offerors should include a description of significant collaboration and subcontracting that will be required to provide technically acceptable deliverables. No cost or pricing data is required.
