Description
This contract is for a Class II and Class III cultural resources inventory of the areas identified as part of the Comanche National Grassland 2009 Prescribed Fire Project. The U.S. Forest Service proposes to conduct a prescribed burn on eight parcels of land on the Comanche National Grassland in Baca, Las Animas and Otero Counties in the State of Colorado. The total area planned for the project is about 5800 acres. The selected contractor shall provide all manpower, equipment, and services necessary for conducting and completing a cultural resources inventory addressing all lands proposed for treatment during the implementation of the 2009 Prescribed Fire Project on the Comanche National Grassland. This includes but is not limited to, all services, labor, supervision, transportation, facilities, equipment, materials, and supplies, except for those items identified as Government Furnished Property and/or Services. The inventory will include the preparation of a Summary Report of Investigations for submission to the Colorado State Historic Preservation Officer. The purpose of the inventory is to identify, record and evaluate all cultural properties within the Area of Potential Effects (APE) that are potentially eligible for listing on the National Register of Historic Places (NHRP). Thus, evaluate means each discovered cultural property should be measured against the criteria for listing on the NRHP. The Summary Report will be employed to report the findings to the SHPO and will serve as confirmation that the Forest Service has met the requirements contained in Section 106 of the National Historic Preservation Act of 1966 as amended regarding consideration of the effects of the 2009 Prescribed Fire Project on cultural properties. The contractor will conduct a files search at the Comanche National Grassland Office in La Junta, CO for the purpose of locating and reviewing previous cultural resources investigations within and in the vicinity of the APE. The contractor will identify previously recorded cultural properties within the APE and evaluate such properties if they have not already been evaluated according to the NRHP criteria. The contractor will then design and carry out all necessary field inventories, do archival research as necessary to confirm or reject the possible NRHP eligibility of historic properties discovered during the field inventory, prepare site record forms, and make recommendations regarding National Register eligibility for all cultural properties discovered within the project area. The contractor will prepare a Summary Report of Investigations summarizing the methods and results of the inventory according to the report guidelines provided by the Colorado Office of Archeology and Historic Preservation (OAHP). The contractor will perform all necessary technical analyses, edit the documents, prepare project area maps, photographs and other appropriate graphics, and provide final documents to the Forest Service for submittal to the SHPO. The estimated starting date for this contract is September 10, 2008, with a completion date of December 10, 2008. The contractor shall maintain progress at a rate that shall assure completion and acceptance of work within this time frame. Estimated dollar value of this contract is between $25,000.00 and $100,000.000. The solicitation will be restricted to small businesses. The small business size standard for this type of work (NAICS Code 541720) is $6.5 million.
